HRA serves more than three million New York City residents annually through a diverse array of programs and services. The newly created Office of Client Advocacy ensures clients have access to information, services and benefits, and feel empowered and informed when accessing HRA services. To advance the Mayor’s vision to fight poverty and income inequality, prevent homelessness and improve service delivery, HRA is recruiting for an Analyst who will be responsible for supporting the Executive Director of Americans with Disability Act (ADA) and the Director for Lesbian, Gay, Bisexual, Transgender and Questioning (LGBTQ) to develop comprehensive HRA policies and procedures that improve service delivery to all clients.
Under the direction of the Executive Director for ADA and the Director of LGBTQ, the Analyst will:
• Provide technical assistance in assessing, interpreting and analyzing laws, regulations,
policies and procedures pertaining to ADA/LGBTQ issues.
• Conduct research and work with HRA program areas to design policy strategies to ensure
access to information and services for ADA/LGBTQ clients.
• Develop, monitor and evaluate quality assurance standards and mechanisms to ensure
staff is complying with legal mandates.
• Analyze and identify opportunities for program and resource improvement; suggest and
design corrective action plans.
• Prepare surveys and other instruments for statistical and analytical use, along with other
relevant data, to prepare comprehensive monthly and cumulative reports on the
effectiveness of service delivery to ADA/LGBTQ clients.
• Research and draft responses to complex inquiries on ADA/LGBTQ and public benefits
issues from the Mayor’s Office, management and staff within HRA, community based
organizations, and the general public.
Minimum Qual Requirements
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
