The Finance Department currently has three Analyst vacancies. The following are descriptions for each position:

Analyst, Revenue Management Division

The Revenue Management Division's Tax and Compliance group is responsible for monitoring major tax revenue sources for the City. This group performs audits and reviews of various taxes and franchise fees. This position provides support to the group by collecting, analyzing and preparing data for review by senior staff within the Finance Department and the City Manager's Budget Office as well as City Council and other public entities. This position is subject to the City Manager's approval to fill. It's expected to be approved by time of hire.

The essential duties of this position may include but are not limited to:
- Perform fee and tax audits (Utility Users Tax, Franchise Fees, and Transient Occupancy Tax), analyze data collected, create final determination reports and collect the assessments from debtors
- Prepare annual financial accruals for major revenue sources including Sales Tax, Utility Users Tax, Franchise Fees, Telephone Line Tax, Business Tax (including Marijuana), and Transient Occupancy Tax
- Assist with the drafting of ordinances
- Monitor Revenue Management's operating budget, perform quantitative analyses to project revenues, and monitor special fund sources
- Coordinate with the City Manager's Budget Office to provide revenue forecasting for major sources of revenue

Analyst, Treasury Division

The Debt Management Program, within the Treasury Division, is responsible for managing the debt issuances for all external borrowings for the City, monitoring the existing $5.7 billion debt portfolio and adhering to the Debt Management Policies. This position is dedicated to supporting the Debt Management Program in the financing of future debt and assisting in long-term capital planning and monitoring the current outstanding debt portfolio including citywide projects, such as General Obligation Bond Projects, Airport Master Plan projects, multi-family affordable housing projects, and General Fund lease transactions. This position will be responsible for analyzing data and preparing reports and presentations in support of the Debt Management Program.

The essential duties of this position may include but are not limited to:
- Assist with issuance of bonds
- Coordinate debt restructuring and reissuance activities
- Coordinate TEFRA hearings
- Coordinate quarterly Clean Water Financing Authority Board Meetings
- Process requests for disbursement of bond funds to reimburse project costs
- Manage the records retention program to ensure compliance with IRS requirements
- Prepare periodic reports to departments, trustee banks and bond investors
- Assist with preparation of bond offering documents and annual disclosure reports
- Manage contracts with service providers to include drafting and processing new contracts
- Review service provider invoices to ensure fees are properly calculated

Analyst, Treasury Division (SARA)

On February 1, 2012, all redevelopment agencies in the State of California were dissolved pursuant to the Redevelopment Dissolution Law. In response to this action, the Successor Agency of the Redevelopment Agency (SARA) was created and charged with winding down the operations and authorizing payment of all enforceable obligations of the former redevelopment agencies. The Treasury Division is responsible for the long-term management of the $1.9 billion debt portfolio as well as the ongoing cash management and investment of approximately $85 million annually. This position will work with both the Debt Management Program and the Investment Management Program to monitor all financial activities of SARA.

The essential duties of this position may include but are not limited to:

- Prepare and maintain cash flow models for SARA funds
- Assist in the management of SARA's investments
- Assist in the management of SARA's banking relationship
- Prepare data for required reports including the bi-annual Recognized Obligation Payment Schedule (ROPS)
- Assist with preparation of, and response to, external audits
- Monitor existing bond portfolio requirements
- Assist with preparation of annual disclosure reports
- Monitor the Supplemental Education Revenue Augmentation Fund loan between the City and SARA
- Review service provider invoices to ensure fees are properly calculated

The Transportation Department currently has one Analyst vacancy in the Infrastructure Maintenance Division, which is the largest division in the department and includes Sanitary Sewer Maintenance, Storm Sewer Maintenance, Pavement Maintenance, Street Landscape Maintenance, and Traffic Maintenance core services. Combined, this equates to an approximate $53 million operating budget and 255 FTEs. The Division is run from the Mabury Yard where the Deputy Director has his office along with his administrative support including managerial, fiscal, office, and analytical staff. However, the Division's personnel are spread amongst four separate yard locations with staff operating mostly in the field. This Analyst position supports the basic coordination of all of these resources, and the administrative needs of all the services provided by the Division.

The essential duties of this position may include but are not limited to:

- Manage and coordinate non-routine, complex service requests requiring involvement from multiple services and timely and effective communication with customers and stakeholders.
- Enhance the utilization of online services for the Division
- Provide direct analytical support to the Deputy Director and the IM Division Management Team
- Ensure backup customer service and incident management support for Dispatch and various service areas is available as needed (e.g. trees, sidewalks, streetlights, and storm response)
- Generate and/or coordinate submittal of various data, information, and reports including performance appraisals, performance measure data and reports, public records requests, and information requests from City Attorney's Office
- Provide analytical support and budget monitoring as necessary and needed for Traffic Maintenance, Street Landscape Maintenance, and Pavement Maintenance.

Minimum Qualifications

Any combination of training and experience equivalent to:

1. Education: A Baccalaureate Degree from an accredited college or university in Business or Public Administration or closely related field.

2. Experience: Analyst 1: None; Analyst II: Two years of increasingly responsible professional staff analytic or administrative experience at the level of Analyst I with the City of San Jose.

3. Acceptable Substitution/s: Experience as a Staff Technician with the City of San Jose may be substituted for the education requirement on a year for year basis.

Selection Process

The selection process will consist of an evaluation of the applicant's training and experience based on the application and responses to the Job Specific Questions.
