Position Summary

The Application Development Manager - New Programs is responsible for delivering major new solutions to the business and moving True Value to a new portfolio architecture. Solutions will emphasize package software for non-competitive areas and custom build in areas of competitive advantage. They will be delivered through multi-year programs. The scope runs from build/buy evaluation (including vendor evaluation), through systems design and deployment, including system documentation. The Manager must establish the role, function, duties and responsibilities of the Team, including assigning and prioritizing tasks, identifying and mitigating risks, and reporting status. The Manager is responsible for building a team of 25-30 professional staff.

Organization Management:
  • Working with the Business Services Director, develops visions and roadmaps for portfolio application areas
  • Working with technical leads, develops visions and roadmaps for future technology
  • Creates and manages organization budget, monitors and adjusts throughout the year
  • Provides technical leadership and coaching for the team where there are complex problems to solve
  • Establishes optimal organization size and develops staffing strategies in support of it
People management:
  • Builds a team of designers, developers, and documenters from internal, external and supplemental staff sources
  • Mentors, coaches and manages the team to high levels of performance
  • Sets and monitors goals, reviews performance
  • Develops and implements multi-year development plans for staff, including re-skilling to current/necessary technologies to implement solutions
Major Programs Delivery:
  • Oversees day-to-day operational and tactical aspects of multiple projects. Ensures on-time, on-budget, quality delivery
  • Works closely with Program Managers and Business Analysts to ensure that solutions meet expected business outcomes
  • Works closely with architects and designers to ensure that solutions fit within the overall portfolio and the TV technical direction
  • For 3rd party software, rationalizes the implementor's SDLC with the TV SDLC to ensure a quality auditable process. For internal builds, ensures development follows TV published technical standards and procedures (SDLC)
  • Evaluates and minimizes exposure and risk across multiple projects
  • Collaborates with other Development Managers on project development and task plans to assigned resources, validate time lines, and technology platforms
  • Participates in task forces to define development standards, development management standards, technology and portfolio architectures
  • Drives continuous improvement in development processes to increase agility, speed of delivery, efficiency, quality and cost reduction

Position Qualifications

Minimum Education Requirements:
  • Bachelor's degree and/or equivalent work experience
Minimum Type and Years of Related Experience Required:
  • More than 10 years of related work experience
  • Experience in Supply Chain, Finance and/or Analytics

  • Sets standards for financial performance, both operating efficiency and profit, formulates pricing and contract alternative and strategies, creates systems for sharing financial information
Major Financial Control Activities:
  • Responsible for managing an operational budget
Operational budget value under management = $6-$10M

Additional Qualifications:
  • Possesses and applies a broad knowledge of principles, practices, and procedures of particular field
  • Possesses and applies comprehensive knowledge of a particular filed – Is considered an expert in field
Manages the work of exempt associates
  • Leads a team of high functioning professional(s) and specialist(s)
Technical Skills:
  • Experience in various programming languages and technologies
