Job Description:
In this role you will support multiple custom and COTS applications and manage hundreds of releases (major and minor) of new or enhanced software into our client’s production environment.

Key Responsibilities:

Support custom application development and maintenance

Assume software projects already in development

Effectively and efficiently adhere to the full, HHS EPLC-compliant, software development life

Identify and use architectural standards and principles for software applications

Support the client’s user services branch in the development and delivery of effective training to end users of the client’s software applications

Ensure effective change control and configuration management of all of developed software application

Support integration of applications with existing document management systems, as necessary

Utilize rapid application development methodologies such as Agile, Scrum, and/or other methodologies

Develop and maintain collaboration capabilities developed in an MS SharePoint environment

Basic :

Bachelor’s degree

8+ years of technical experience, including application development in support of scientific research

5+ years of experience managing large-scale application development and maintenance operations

3+ years of experience managing teams of 10+ technical staff

1+ year of experience developing in the Microsoft integrated development environment

(Visual Studio)

1+ year of experience developing web-based applications using the Microsoft ASP.NET platform (using C# or VB.NET), although Windows Forms, C++, Java, JavaScript and Objective C

1+ year of prior development experience of applications using Microsoft SQL Server databases for data storage, with stored procedures in Transact-SQL for data retrieval and processing

Preferred Skills/Experience:

Experience working in CMMI level 2 and 3 environments

Experience managing application development for scientific reporting, biomedical research support, and administrative / management operations for Federal agencies

Experience with the HHS Enterprise Performance Life Cycle (EPLC)

Strong analytical, problem-solving and decision making capabilities

Team player with the ability to multi-task in a fast-paced environment

Sound business ethics, including the protection of proprietary and confidential information

Excellent problem solving skills with ability to analyze situations, identify existing or potential problems and recommend solutions
