is seeking a Los Angeles Area Manager/Principal PM for our Pasadena office

.

This is a seller/doer position whose main role is split equally between business development/marketing, and managing and delivering transportation projects, primarily in the LA Metro area

.

The Area Manager works collaboratively and seamlessly with the other managers in the Parsons Southern California offices including Ontario, Irvine, San Diego, and Bakersfield. Candidate must possess at least 15-20 yrs of various transportation experience, specifically with roadway/highway design background. Experience must include operations management of personnel and facilities. Prior experience should also include significant project management or at the Principal Project Manager level.

POSITION OVERVIEW:
This is a seller/doer position responsible for managing client relationships in the LA Metro region and for the management of several projects. Provides oversight and leadership over the Parsons Road & Highway operation in the Pasadena office. Coordinates with other PTG Divisions and Parsons Global Business Units (GBUs) for matters relating to staffing, office space, and overall management of projects.

SPECIFIC RESPONSIBILITIES:

Provides leadership and direction to the Road & Highway staff in the Pasadena office, and coordinates staffing needs with the various managers.

·

Acts as the local Company representative with the LA Metro area clients in securing new work. Markets and secures additional work with clients. Responsible for following up on instructions and commitments associated with projects.

Spends at least 50% of his/her time managing and delivering transportation projects, primarily in the LA Metro area.

·

Works seamlessly and collaboratively with the other managers in the Parsons Southern California offices including Ontario, Irvine, San Diego, and Bakersfield.

·

Leads the effort to secure “go/no-go” decisions from Parsons Management on pursuits within the LA Metro Area.

·

Prepares and/or oversees the preparation of proposals.

·

Provides sound advice and direction to other managers involved in pursuing work in the LA Metro area.

·

Oversees establishment of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.

·

Plans, directs, supervises, and controls the execution of all business, technical, fiscal, and administrative functions of the assigned project or subtask. Assigns responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths. Provides input to performance reviews and development plans for subordinates. Field responsibilities may include labor relations, local procurement and payroll operations, etc., if required.

Mobilizes company resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work. Discusses the qualifications required of the key project positions in specific detail with the profit center and department managers. Collaborates with the office facilities staff to address project space requirements.

Works with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a project. Ensures that the project meets or exceeds goals established in these plans.

Works with the key project individual to devise and execute actions plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work. Advises the client and company management of any such changes.

Promotes technical and commercial excellence on the project through application of Quality Assurance processes.

·

Performs other responsibilities associated with this position as may be appropriate.

Qualifications

PREFERRED EDUCATION/EXPERIENCE:
·

4-year degree in Engineering (or related field) and at least 15-20 years of planning, design and project management of large transportation projects in the roadway and highway area

·

Incumbent should have a broad general knowledge of the local market and clients for the LA Metro area. Current client development experience with Caltrans, METRO, ACE, LA County, is a plus.

·

Experience with managing and overseeing large group (30+).

·

Experience in growing operation and capturing market shares. Demonstrated capabilities to generate new sales from existing and new clients.

·

California PE is preferred at this level. The selected candidate will be required to complete Parsons PM Certification

SKILLS/COMPETENCIES:
Proven ability to perform in a management capacity, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are required. Must also possess a thorough knowledge of current technology and be able to select and apply appropriate engineering software for use on project.
