Exempt; full-time; 40 hours per week (Monday - Friday; 7:00 a.m. - 3:30 p.m.); full benefits

This professional, technical, and supervisory position is responsible for the proper maintenance and repair of water and wastewater treatment and conveyance equipment and related infrastructure that is owned and/or operated by Frederick County, MD. Primary emphasis is given to maintaining all equipment and infrastructure, and ensuring compliance with local, State and Federal environmental requirements. Direct supervision is given to Maintenance Supervisors, Maintenance Technicians and administrative support personnel. Supervision is received from the Superintendent of Maintenance and Director, Division of Utilities and Solid Waste Management (DUSWM).

Examples of Work:
  • In the absence of the Superintendent of Maintenance, assume administrative and supervisory duties of that position
  • Supervise W&S Maintenance Department supervisors, technicians, support staff and administrative personnel; follow-up on employee performance; conduct performance evaluations; assist employees with career advancement through DUSWM Proficiency Level Progress Record (PLPR) protocols
  • Evaluate and enforce all safety directives
  • Establish, maintain and enforce a strict program of preventive maintenance on all mechanical and process equipment and underground water and sewer infrastructure and related appurtenances
  • Assist in identifying and monitoring inflow and infiltration on all wastewater collection systems
  • Assist the Superintendent in developing and administering standard operating procedures for equipment maintenance, infrastructure repair and operation, to ensure optimum performance and safety with minimal adverse impact to the environment
  • Conduct weekly computerized maintenance management software meeting with supervisory staff to schedule daily, weekly and monthly work loading
  • Participate as an instructor in DUSWM Periodic Occupational Safety Training program
  • Monitor and ensure compliance with all local, State and Federal regulations applicable to Sanitary Sewer Overflows
  • Monitor W&S Maintenance Department operating budget; participate in preparation of the annual Fiscal Year budget and Capital Improvement Program budget(s)
  • Perform and supervise routine procurement activities, including pricing and ordering needed supplies and equipment
  • Assist in preparing detailed procurement documents for large equipment and contract services
  • Analyze data; assist in preparing detailed staff reports for the Director and for other DUSWM departments
  • Maintain records and logs of all operations for process control; prepare reports for submission to regulatory authorities
  • Direct general labor tasks to address emergencies, building maintenance, groundskeeping, facility maintenance, underground utility maintenance and custodial work
  • Supervise general building trade maintenance and repair including (but not limited to) HVAC, structural, roofing, framing, electrical, concrete, etc.
  • Compile and ensure the timely submission of periodic compliance reports to local, State and Federal agencies
  • Aid in the investigation of customer complaints and internal/external (public) matters; expedite the timely resolution and response
  • Perform other related duties as required

Qualifications & Requirements:
  • Associate’s degree in Environmental Management, Environmental Science, Business Administration, or a related field
  • Minimum 8 years of progressively responsible supervisory work experience in a municipal government, local government or private enterprise specializing in management of water and sewer utilities and facility maintenance - must include all of the following (experience may be concurrent):
    - Minimum 2 years ensuring compliance with Federal, State and local water and sewer regulations;
    - Minimum 2 years of experience supervising water and sewer utilities, including facility maintenance; and
    - Minimum 2 years of involvement in budget preparation and administration
  • A related Bachelor’s degree (or higher) may substitute for a portion of the total experience requirement, but may not eliminate any of the specified experience areas - AND - additional closely related experience (more than 8 years) may substitute for a portion of the education requirement
  • Current State of Maryland Wastewater Collection System Operator Certification and Water Distribution System Operator Certification, or the ability to obtain these t emporary MD certifications within 3 months of hire. Employee must obtain the required certifications within 18 months of hire.
  • Possession of a valid automobile operator's license with the a bility to obtain and maintain a Frederick County Employee Driving Permit
  • Extensive knowledge of potential hazards associated with underground excavation and confined spaces, with ability to effectively teach, apply and enforce appropriate safety precautions
  • Comprehensive knowledge of methods, materials, techniques and equipment used in the operation of water and sewer utilities and related infrastructure
  • Knowledge of general building practices including concrete, electrical, structural, HVAC, mechanical, etc.
  • Working knowledge of MSOffice Suite and other related computer programs, with ability to effectively use automated procurement and work order software
  • Ability to effectively identify trends and respond to changes in equipment operation, water and wastewater flow characteristics, etc. in addressing maintenance activities
  • Ability to accurately read and interpret engineering plans and design drawings, and to participate in the review of design drawings
  • Ability to effectively prepare and administer budgets
  • Ability to effectively train, supervise and evaluate the work performance of assigned staff
  • Ability to develop and maintain effective working relationships with co-workers, State and Federal agency representatives, and the general public
  • Strong and effective spoken and written (English) communication skills, including the ability to compile and prepare clear, concise and accurate reports, forms and letters
  • Physical requirements include the ability to climb ladders, lift/carry objects weighing up to 75 pounds, work outside in all weather conditions and work in a dirty environment, including exposure to allergens, dust and fumes

Additional Information/Examination Process:
  • This position is designated as security-sensitive, requiring a satisfactory background investigation conducted by the Frederick County Sheriff’s Office in accordance with established Frederick County policy. Estimated completion time for this background investigation is 60 days.
  • Available for varied workdays and hours as needed, including on-call supervisor rotating schedule, on-call for emergency situations, and DUSWM emergency standby response schedule
