Assistant Supervisor HCBS Waiver Services - SED Experience Required Position Summary: Responsible for the day to day operations of the Home and Community Based Services Waiver Program (HCBS), including oversight of staff, volunteers, client services, compliance with regulations, and budgetary issues. Responsibilities include a caseload of three SED children.

Major Responsibilities/Activities:
  • Provide leadership and direct supervision to, Individual Care Coordinators and Parent Advocates in the HCBS program (professional and support staff).
  • Ensure the Individual Care Coordinators provide clinical supervision to all core service providers.
  • Ensure program compliance with all regulations in HCBS program; adhere to agency’s policies & procedures and COA standards.
  • Enhance and develop internal clinical training to improve staff professional skills.
  • Maintain positive relationships with NYS/OMH, ECDMH, FVN, vendors and families.
  • Ensure the quality of services delivered to clients is strength-based.
  • Provide direct core services as needed to clients in conjunction with ICC staff.
  • Ensure adequate staffing of the HCBS program.
  • Ensure expenditures are within the fiscal budget.
  • Ensure accurate billing for services rendered.
  • Serve on call, 24-hour rotation, including evenings, weekends and holidays.
  • Participate in hiring of personnel and address all personnel issues in a timely manner.
  • Evaluate staff work performance at least annually.
  • Participate in the agency QI process, develop QI and work plans as necessary.
  • Demonstrate interest, knowledge and support for the agency mission, values and philosophy and represent the agency mission, vision and values to the community
  • Models and practices sensitivity, fair treatment and acceptance of diversity in all interpersonal interactions
  • Must maintain and submit all of the required documents and comply with all aspects of the Vehicle Safety and Usage Policy.
  • Utilize Agency phone and email systems, following standard customer services protocol. This includes: answering the telephone in a timely and professional manner, directing calls appropriately and returning phone and email requests promptly. Demonstrate excellent phone etiquette and customer service skills. Also demonstrate knowledge of agency programs and services.
  • Maintain positive working relationships with program staff , agency staff and other stakeholders. Demonstrate strong interpersonal skills during interactions with internal and external customers
  • Oversees customer service process, ensuring that standard agency protocol is followed
  • Serve on internal and external committees
  • Perform other related work duties as required.
      Minimum Requirements:
    • Meet minimum requirements for ICC position (bachelors degree in human services or related field with 4 yrs exp with SED) and supervisory experience.
    • Strong clinical and supervisory skills are required
    • Ability to work positively and function effectively with various levels of individuals from diverse backgrounds
    • Excellent oral and written communication skills;
    • Basic computer skills
    • Ability to function positively as a team member
    • Ability to prioritize tasks in order to meet deadlines
    • Must have reliable transportation
    • Ability to motivate staff
        Preferred Requirements:
      • Masters Degree (MSW, MS or MA) in Human Services field, with two years experience in providing direct services to or linking children with serious emotional disturbance to services and at least one year providing supervision, preferably in a community-based setting
          Essential Physical Requirements:
        • Frequently move about inside and outside the office in reaction to situations and duties.
        • Frequently communicate accurate information with coworkers, clients and children who will use the agencies services.
        • Frequently operate a computer and other office machinery, such as a calculator, copy machine, printer and phone system.
        • Must be able to access multi-level buildings and travel to sites within the community.
            Essential Mental Requirements:
          • Must be able to understand the written and spoken word and respond effectively during the majority of time spent on the job;
          • Must be able to learn and comprehend basic instructions and orientation to job;
          • Must be able to multi-task on a frequent basis;
          • Frequently participate and coordinate with others regarding work situations and decisions;
          • Frequently interact appropriately and diplomatically with varied stakeholders such as volunteers, staff members, visitors, referral sources, etc.
              Equipment Used:
            • Copier, fax, computer, Microsoft programs, Anasazi program, CareManager program, telephone system.
                Environmental Working Conditions:
              • Multi-level buildings with stairs, enclosed office environment.
