Job Title/Grade : Associate Payroll Manager (8)

Department : Accounting

Function of the Position:
This is a full –time, professional position within DAI’s accounting department. The Payroll Manager will manage DAI’s US and international payroll processing on a semi-monthly basis using Oracle and OTL interfacing with ADP. Responsibilities include all matters relating to the payroll function, including wage and salary, payroll tax compliance, processing and maintenance. The Payroll Manager reports directly to the Accounting Manager (Accounts Payable and Payroll).

Roles and Responsibilities:
Processing payroll

Review payroll previews to ensure that PAS (personnel action system) and the HR self-service changes such as allowances, new hires, terminations and bonuses have been recorded correctly within ADP

Analyze payroll reports to ensure compliance with federal and multi-state regulations

Oversee process of timecard corrections

Obtain letters of participation from the Social Security Administration for employees working overseas as needed

Acts as liaison to field and interdepartmental personnel, resolving payroll issues and handling unique situations

Reporting and Reconciliation

Prepare payroll entries for posting to the general ledger

Perform 941 reconciliation for US-based payroll and gross to net reconciliation for Third Country National (TCN) payroll

Provide necessary reports for HR’s ESOP, 401(k) and worker’s compensation audits

Ensure that all taxable allowances for employees working on foreign assignments are correctly reported on their W2’s per IRS guidelines

Reconcile hours and allowances between Oracle and ADP

Reconcile and remit employee garnishments

Oversee annual processing of W-2's

Technical

Serve as the company's subject matter expert on all payroll, payroll processing, and compensation matters

Research relevant tax laws and regulations as necessary and propose necessary modifications to stay compliant

Oversight and Management

Supervise and train payroll staff

Coordinate with HR team on payroll related actions ensuring payroll practices are in compliance with IRS and other tax authorities

Manage and administer the ADP iPay website

Respond to requests from external auditors (DCAA, USAID and financial statement) to ensure satisfactory completion of payroll audits

Review payroll practices, procedures, and policies and revise as necessary to improve efficiency and/or workflow

Minimum Qualifications:
Grade 9: Minimum of 7 years of relevant professional experience and a Bachelor’s degree or 5 years of experience and a Master’s degree

Grade 8: Minimum of 5 years of relevant professional experience and a Bachelor’s degree or 3 years of experience and a Master’s degree

Equivalent experience and training will be considered

7 years of experience with international and multi-state payroll environments

5 years of management experience

Prior experience with:
ADP connect, ADP reportsmith, Oracle

VISA taxation for non-US employees working within the US

Tax equalization policies

Secondment policies

Equivalent combinations of experience and training will be considered

Must be eligible to work in the United States

Preferred Qualifications:
Bachelor’s degree in Accounting, Business, or related field

Knowledge of Department of State (DOS) allowance schedules

Advanced MS Excel skills

Supervisory Requirements: Senior Management, Payroll
