SPA supports components of the Science and Technology Directorate of the Department of Homeland Security with technical, operational, scientific, programmatic, policy, and business advice and related analytic support services.

Responsibilities:

Responsible for gathering information, conducting analysis, and preparing reports, presentations, whitepapers, and executive briefing materials. Within the context of Homeland Security research and development, conduct planning and assessment activities for all stages of portfolio and project management, including strategy development, policy and stakeholder priority alignment, program evaluation, and technical communication. Additional responsibilities may include organizational development, policy and legislative analysis, and quick-task support as needed.

Requirements:

Bachelor's degree in National/Homeland Security studies, Government, Political Science, or related disciplines is required. Master's degree is highly desirable. A technical degree with experience or training in national/homeland security affairs also may be acceptable. 0-3 years experience in national/homeland security affairs is also required. Education or experience relating to infrastructure resilience, emergency management, chemical/biological defense or technology development is a plus, as is specific experience with Homeland Security Enterprise stakeholders, missions, and policies. Candidate must have excellent oral and written communication skills and strong presentation skills. Must be capable of deconstructing and synthesizing complex issues and stakeholder demands to evaluate portfolio/project goals, milestones, and outcomes. Candidate must be proficient in using MS Office, including Word, Excel, and PowerPoint. Candidate must be eligible for a government security clearance and a satisfactory Department of Homeland Security suitability determination.
