Reports to the ITS Business Applications Manager. Obtains general direction from the Business Applications Manager and may also obtain guidance from the Business Applications Analyst. Implements & supports Commercial Off-the-Shelf (COTS) software applications. Develops internal applications where COTS capability is not available or costs too much. Interfaces closely with the user community to understand business process flows in order to seek improvement from the utilization of application software. Has a good understanding of the Microsoft .net platform with proficiency in VB.net, Microsoft SQL or Access databases, and web development technology. Performs related duties as required.
Individual(s) assigned to this classification must report to work per their assigned schedule.
SPECIFIC DUTIES AND RESPONSIBILITIES:
Implements & supports various commercial business application software packages. Works closely with the user base to understand business process flows in order to optimize use of the supported systems.
Designs, writes, modifies, and tests computer programs and databases to provide needed capabilities where either the capabilities are not available commercially or where the commercial systems are too expensive or large in scope relative to the particular requirement. Works closely with the user community to understand business process flows.
Uses Microsoft.net technology to develop applications that pull data from multiple databases to maximize the value of this data within the City.
Works closely with user departments on cross-functional process improvement teams. Develops business and system flow charts and related procedures and system documentation.
Provides user training and support.
Keeps up to date with programming & web technology. Can recommend the adoption of new procedures, software, and hardware.
Performs miscellaneous job-related duties as assigned.

MINIMUM STANDARDS REQUIRED:
Physical Requirements: Tasks involve frequent walking, standing; some unassisted lifting, carrying, pushing, and/or pulling of moderately heavy objects up to 50 pounds.
Data Conception: Requires the ability to compare and/or judge the readily observable, functional, or composite characteristics (whether similar to or divergent from obvious standards) of main system, remote systems, terminals and related system peripherals.
Interpersonal Communication: Requires the ability to speak and/or writing to convey or exchange information. Includes giving and receiving instructions, assignments and/or directions.
Language Ability: Requires the ability to read a variety of materials relevant to technical aspects of computer operations, i.e., directions, equipment instructions, operating procedures, manuals.
Intelligence: Requires the ability to apply common sense understanding to carry out instructions furnished in oral or written form. Requires the ability to coordinate daily and weekly responsibilities to ensure completion of assigned tasks.
Verbal Aptitude: Must communicate efficiently and effectively in Standard English.

Manual Dexterity: Must be able to handle a variety of items such as computer paper boxes, printers, and tape drivers. Must have minimal levels of eye/hand/foot coordination.

Interpersonal Temperament: Requires the ability to deal with people from a variety of departments in both giving and receiving instructions. Must be able to perform under stress of frequent deadlines.
