Under general direction, to coordinate front-line, interdepartmental analysis of individual discretionary review and by-right development applications including day to day correspondence and scheduling of Project Specialist meetings, phone calls, emails, and data input. Also performs professional duties as assigned and/or directs and performs a variety of technical permit and administrative functions in support of the City of Boulder's permitting process.

Duties & Responsibilities:

1. Works as a team member to staff centralized information, application in-take and over the counter reviews, and to coordinate service delivery across departments and the city organization. This includes the following:
• Responds to permit inquiries received in person, telephone and email; provides customer service to applicants, home owners, architects, engineers, and contractors in regard to permits, plan review, and local city building codes and amendments.
• Receives and reviews building, landscaping, mechanical, electrical, and plumbing permit applications; calculates fees, completes inspection cards, and approves permit documentation for further processing.
• Analyzes project applications with an understanding of applicant's overall objectives to ensure proposed solutions meet applicant's intentions and program plan.
• Review and ensures applicants have submitted all required documentation, made necessary updates to plans and have received development permits upon approval.
• Troubleshoots issues identified by applicant or in applications.
• Analyzes project applications for compliance with community plans, policies, codes, and criteria.
2. Communicates with colleagues, customers, the community, other department representatives, and supervisors regarding customer projects. This includes the following:
• Responds to inquires about project applications, city plans, policies, codes, processes, building construction, general land use and zoning questions and related matters.
• Works with applicants and recommends changes in project applications necessary to comply with community plans, policies, codes and criteria, while respecting the needs and objectives of the applicant.
• Ensures that project applicants are fully informed of city requirements, processes, and deadlines. Ensures that interested parties, external and internal, are informed of the progress of project applications, any changes that occur, and are provided full opportunity to participate in the process.
• May attend neighborhood and community meetings to aid in issues identification, and provide information to the community about applicable city processes, requirements, opportunities for participation and related matters.
3. Coordinates with other staff to implement final steps for approved projects. This includes the following:
• Fully informs customers of requirements, expectations, and deadlines.
• Reviews disposition documents, development agreements, subdivision agreements, annexation ordinances, rezoning ordinances, and other documents as needed.
• Coordinates routing and team review of final plans, plats, and supporting technical documentation.
• Ensures that project applicants are notified of other documentation and process requirements, such as growth management system allocations, buildings permits, fees, and deadlines.
• Monitors project implementation through construction, completion, and occupancy to ensure compliance with applicable approvals and city requirements; coordinates with applicant and city inspection and enforcement staff to resolve issues.
4. Maintains knowledge of city plans, policies, codes, requirements, community objectives and issues; maintains personal and professional standards of continuous improvement.
5. Optimizes the use of resources, adheres to the procedures of the work group, departments and city policies.
6. Other:
• Performs related duties as required to meet the needs of the city.
• Takes proper safety precautions to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies and procedures. Reports all accidents and damage to city property.
• Responsible for knowing and complying with all city and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies.

Qualifications:
REQUIREMENTS FOR ASSOCIATE PROJECT SPECIALIST:
A Bachelor's degree or equivalent and a demonstrated knowledge and understanding of basic engineering principles, construction standards and practices, and design guidelines. Demonstrated ability to read and interpret residential architectural and engineering and construction drawings, surveys, plats, engineering studies and technical reports, design manuals, codes, and regulations. Demonstrated analytical, organization, problem solving and time management skills. Demonstrated written communication skills including the ability to prepare clear and concise written correspondence, reports, and recommendations. Demonstrated verbal communication skills, strong public communication skills, and the ability to communicate complex issues with clarity.

Demonstrated skill in establishing and maintaining effective working relationships at all levels of the organization. Demonstrated ability to work independently with minimal supervision, to assume responsibility, to prioritize and resolve problems, to work under pressure, to pay close attention to detail, to coordinate tasks to completion and provide quality control for responsiveness and customer satisfaction. Demonstrated ability to use microcomputers for administrative and development review processes and functions. Valid driver's license. Have and maintain an acceptable motor vehicle record. Ability to obtain ICC Permit Technician Certification within 6 months.

DESIRED QUALIFICATIONS FOR ASSOCIATE PROJECT SPECIALIST:
Candidates for the Associate Project Specialist may possess desired qualifications in any one of the following three professional backgrounds and/or a combination:

Building Emphasis: Associates degree in Construction Management or Technology, ICC or Legacy certification as a Plans Examiner.

Engineering Emphasis: Registration as Engineer-in-Training.

Planning Emphasis: Bachelor's in Urban Planning, Architecture, or related field.

Experience with an environmentally sensitive and/or university community. Experience with or knowledge of ArcView, Microsoft Office, and Accela's development information and tracking software. Be a certified ICC Permit Technician.
