Provide direction, management and leadership for all designs and engineering of Metro-North CTC and SCADA office control system hardware and network configurations. In addition, this position is responsible to manage and support the data network designs and interfaces for Positive Train Control. Direct and control the Metro-North network communication designs necessary to support a highly reliable communications backbone infrastructure system in support of the operational system needs and requirements. This position is directly accountable for planning, directing and managing the office CTC and SCADA systems that are a major element of the mission critical train and power control systems
Provide leadership and technical direction to the Office System and Communications workgroups in association with the design, installation, operation and maintenance of the Metro-North CTC, SCADA and PTC system infrastructure.
Coordinate, manage and execute revisions and additions to the computer based systems (such as Positive Train Control) utilized by the control systems throughout the Metro-North operational territories.
Analyze and monitor the overall control system performances to ensure that all functions are being provided and meet the required operational needs of the user or user systems.
Evaluate alternative solutions, system upgrades and revisions from the technical and economic perspective and propose solutions that are efficient and meet the mission parameters for the systems communication services.
Support capital programs, develop staff and support the workgroup in expanding system knowledge, reducing operational costs and supporting new requirements for the communications systems.
Provide a lead in supporting Metro-North Safety Program through the execution of required activities and policies associated with personnel working along or on the railroad right-of-way and other locations.
Knowledge of telecommunication copper and fiber plants.
Strong working knowledge of LAN, WAN, interior routing protocols, ISDN or carrier experience or network troubleshooting experience or comparable experience.
Strong knowledge of CTC and SCADA systems and how the customers will use them.
Knowledge of Bell systems Practices.
Strong knowledge and experience in the integration of digital networks, servers and workstations.
Strong working knowledge of Microsoft Office and/or comparable applications
Develop and managed service and equipment database inventory.
Strong oral and written communication skills.
Strong analytical skills in order to analyze new and existing products, equipment and/or procedures.
Must be able to recommend improvements or replacements to better support the voice and communications systems.
Must be able to work in a high-profile/high-pressure environment.
Strong interpersonal skills with the ability to interact with internal departments and outside agencies.
Must be able to implement and participate in Metro-North Railroad¿s Priority One Safety Program
Must be available 24-hours 7 days.
Valid Driver's license.
Familiarity with Metro-North Policies and Procedures related to CTC and SCADA.
Familiarity with Metro-North collective bargaining agreements.
Bachelor's degree in Computer Science, Electrical Engineering or related technical curriculum. Demonstrated equivalent experience, education and /or technical credentials may be considered in lieu of degree.
Minimum of 10 years of experience encompassing all aspects of data communications, CTC and SCADA systems.
Minimum of 8 years of management experience encompassing large scale computer network design, installations and maintenance.
Minimum of 8 years experience installation, maintenance, troubleshooting and repair of LAN's, servers, workstations and associated equipment.
This is a safety sensitive position and subject to toxicological testing.

For applicants who are current employees, you must be in active service and have worked in your present position for at least one (1) year to be eligible to apply for a posted position, and have completed the agreed upon formal training commitment, plus on-the-job training, if applicable (for example: Signal Trainee, Foreman-In-Training, etc.) in order to be eligible to transfer. If you are transferred, you may be required to forfeit your seniority in your present occupation. In addition, Metro-North employees are subjected to an internal investigation, which includes an evaluation of their safety and discipline records, their performance assessments, and of their time and attendance records (including early quits and late starts) for the preceding 30 months. During the 30 month review period, the maximum number of occurrences allowed is 15, and the maximum number of patterns allowed is 8. (An "occurrence" is any absence or consecutive absences of four or more hours, and a "pattern" is an absence preceding or following rest days, holidays, vacation days, etc.) For employees with fewer than 30 months of service, the entire period of their employment is reviewed, and the maximum allowable number of incidents is pro-rated. Absences excused in accordance with Company Operating Procedures are not included for purposes of assessing whether attendance is satisfactory. If occurrences and/or patterns exceed the maximums allowed, the employee's attendance is deemed unsatisfactory, and he or she is disqualified from further consideration, even if he or she has not been previously warned about his/her attendance.
