Job Code 131450 Title Aviation Fuels Systems-Construction Inspector Job Family Construction/Design Build Location Location Flexible,__ Company HDR Environmental Operations Minimum Experience 7 An Affirmative Action Participant EOE M/F/D/V Description HDR EOC is looking for a Construction Inspector to provide construction management/owner's representation for Air Force Fuels projects at military installations in Continental USA. The duties of this position include but are not limited to:
  • Inspect construction work in progress; review construction materials to assure compliance with specifications, plans and standards; inspect existing systems to assure compliance with the requirements of the Base CE and other agencies
  • Inspects all phases of construction and installation, including civil, architectural and structural, electrical and mechanical for compliance with drawings, specifications and acceptable safe operating, installation, and construction practices.
  • Coordinate with contractors to facilitate construction and installation projects; communicate with various federal departments and personnel to coordinate and facilitate projects
  • Inspect grades and provide for test of construction materials such as sand, gravel, concrete pour and aggregates; inspect and test water mains and fire hydrants
  • Assure project work conducted within the public right-of-way complies with local, state and national standards for traffic control
  • Prepare field notes, journal; periodic and final pay estimates and as-built drawings
  • Operate business and office machines including computers, copiers and calculator
  • Resolve design changes, errors or deficiencies with contractor, plan reviewer, manufacturer or supplier
  • Take samples of material to be tested for compliance to contract specifications
  • Provide information to the general public on construction methods, materials, specifications and permits; respond to complaints
  • Prepare and maintain various records and reports concerning assigned projects, job status and progress and work activities
  • Operate a variety of equipment such as land survey equipment, mechanical testing equipment, metal detectors, pressure gauges and two-way radio
  • Assist in survey work for As-Built drawings and other work as required
The ideal candidate should have knowledge of the following:
  • DoD fuel system functionality and methods, equipment and materials used in construction
  • Construction specifications, plans and costing standards
  • Regulations related to military fueling systems construction by contract
  • Inspection techniques related to weights and measuring devices
  • Technical aspects of field of specialty
  • Applicable laws, codes, regulations, policies and procedures
  • Record-keeping techniques
  • Interpersonal skills using tact, patience and courtesy
  • Read and prepare engineering plans and specifications
  • Perform construction inspections and tests
  • Analyze situations accurately and adopt an effective course of action
  • Meet schedules and time lines
  • Read, interpret, apply and explain rules, regulations, policies and procedures
  • Communicate effectively both orally and in writing
  • Ability to work with minimal supervision and manage priorities
  • Establish and maintain cooperative and effective working relationships with others
  • Operate a variety of equipment such as testing and survey equipment and measuring devices
  • Operate a computer terminal to enter data, maintain records and generate reports
  • Work outdoors in adverse weather
  • Maintain records and prepare reports
  • Read and interpret plans, specifications and blueprints
  • Resolve conflicts in a positive manner
  • Proficient in MS Word and Excel

Keyword(s): CONSTRUCTION INSPECTOR II, CONSTRUCTION, SPECIFICATIONS, DRAWINGS, PROJECTS, TESTING, FUEL SYSTEMS; 131450 Requirements API Certifications are not required but would be a plus. The individual must have attended a professionally accredited Quality Control Management Course (e.g. conducted by the US Army Corps of engineers or an independent private company) within the last five (5) years or obtain a certification within 30 days of hire. Minimum of seven (7) years experience in construction practices, procedures, and testing, to include three (3) years of quality control management of DoD fuels related projects. Must have valid driver's license and be able to secure US DoD Common Access Card (CAC). Must have experience with Federal funded projects and knowledge of US DoD rules and regulations. OSHA certified is a plus. Work is performed in the field and may include walking, standing, bending, climbing and other physical activities. Considerable travel is required.
