Coordinates and communicates the benefit enrollment process to the Library and utilizes HRIS to create a paperless environment.

Coordinates open enrollment and validates all benefit information is accurately presented to eligible staff members.

Coordinate and facilitate the library’s wellness program.

Ensures that all eligible staff members are provided with the appropriate direction and materials to maximize benefits.

Ensure compliance with all appropriate federal rules and regulations (ADA and FMLA)

Provide customer service and support by responding to benefit inquiries and complaints in a timely, equitable, accurate and courteous manner.

Coordinate the maintenance of employee enrollment and contribution information in the Library’s HR/Payroll system, and ensure the timely and accurate processing of additions, changes and terminations. Coordinate the timely submission of benefit plan enrollment forms to carriers and the maintenance of on-line enrollment systems.

Coordinate the medical and dental insurance annual renewal and open enrollment processes, and ensure the timely and effective implementation and communication of new premiums and employee contributions.

Coordinate and participate in the review of benefit plan provider enrollment reports and monthly billing statements to ensure their accuracy, and follow up to correct any discrepancies.

Coordinate the administration of medical and dental insurance continuation under COBRA for terminated employees. Ensure the timely and accurate preparation and processing of all required documents for the COBRA administrator. Provide guidance and assistance to employee and managers to answer COBRA related questions and/or resolve problems.

Coordinate the administration of Family and Medical Leaves of Absence (FMLA’s). Ensure that all FMLA forms, and medical and dental insurance continuation documents, are prepared and processed in an accurate and timely manner. Communicate with managers and employees regarding FMLA policy provisions and requirements.

Regular and reliable attendance is a requirement of this position.

Required Skills

Three-five years of benefits administration experience.

Experience with an employee base of 500+.

Highly proficient in excel and math.

Thorough knowledge of medical/dental/vision, flex spending, life, accident, disability, retirement, Leave of Absence, Family Medical Leave, and other benefit plans.

Solid knowledge of COBRA, FMLA, HIPPA, Section 125 and other federal regulations regarding benefit plans

Advanced math skills required

Demonstrated ability to use of Human Resources Information System, spreadsheets and related office products. Proficient in the use of Human Resources Information System, spreadsheets and related office products and have the ability to learn different programs.

Ability to analyze complex benefit plans and information.

Able to handle confidential information.

Must be organized and detailed oriented including a well-organized system for handling work load.

Excellent verbal, written, analytical and problem solving skills;

Strong interpersonal skills.

Demonstrated ability in problem solving, positive employee interactions, and communications both oral and written.

Demonstrated ability in prioritizing and handle multiple projects

Initiative, creativity and flexibility; ability to act as a change agent

Recognizes that this position is critical to the cohesiveness of the HR function

Knowledge of principle and practices of human resource administration in both the public and private sectors; current Federal, State and local employment law; principles of organization and management is helpful.

Human Resources experience is preferred.

Must have a valid driver’s license.

Results driven and customer oriented, with a focus on providing value-added service

Proven knowledge of benefits administration in a supporting role. HR or Benefits Certification is a plus.
