Duties and Responsibilities:
- MUST HAVE A CURRENT TS/SCI CLEARANCE.
The Analyst shall assist in analyzing, providing advice and recommendations, and coordinating required actions on SOF mission activities, operational and logistics issues with funding implications for USASOC. The Analyst shall assist with the tracking, monitoring, and funding execution of USASOC's participation in specified SOF mission activities. The Analyst shall assist in the coordination with the Operations Directorate and all other applicable staff Directorates to determine/maintain the status of current and future mission requirements. The Analyst shall assist in budget formulation.
The Analyst shall specifically assist with accounting functions such as Joint Reviews, Negative Unliquidated Obligations (NULO) reconciliation, and prior year reconciliation. The Analyst shall also provide financial analysis and recommendations on budget-related matters to include but not limited to issues such as fund availability, effects of budgetary changes on related activities, and the status and use of funds.
The Analyst shall understand the operational context of special mission unit (SMU) missions. The Analyst shall be skilled at interpreting budget guidance from Office of Budget and Management (OMB), and then providing associated exhibits and justification books, (e.g., CB/JB) in response to congressional requests/inquires. The Analyst shall track SMU obligations and expenditures in accordance with (IAW) pertinent laws and regulations, specifically those related to Focal Point and special access programs.
The Analyst shall possess a strong knowledge of the Command structure and areas of responsibility, various security classification levels, and proper handling of classified material.
The Analyst shall have a BS degree in a related field, 5 years experience (10 years w/out degree) in budget formulation/execution, and a working knowledge of DoD finance and accounting systems and processes.
