This position will support the Adoption System Business Case that was approved in late 2007 which called for a comprehensive system that would incorporate all of Adoption Services business functions. Some of these functions include Child Photo listing, Family Registration, Helpline, ICPC, ICAMA, Subsidy for Local Districts, Subsidy for Voluntary Agency, Subsidy Vouchering, Putative Father Registry, Management Reports and Analytical Tools. Due to the large number of business functions that needed to be included in this project, a phased approach is being used to implement and release the solution out in many modules.

Requirements and coding for the first module began in January 2008. This module involved a re-write of an existing system that included Child Photo listing, Family Registration, and the Helpline business functions and was completed by the end of 2008. At the end of 2009, the Subsidy for Local Districts’ business functional was delivered which involved creating a brand new automated process. In the third quarter of 2011, the Subsidy for Voluntary Agency business functionality was delivered which included integration with the CAPS system. The entire Subsidy systems with upgraded with expanded requirements in the third quarter 2012.

After all the Subsidy modules are completed requirements and coding will still need to be done on the ICPC, ICAMA, Putative Father Registry, Management Reports and Analytical Tools.

Currently, this position (only business analyst resource) is in the middle of collecting, documenting and re-engineering the business processes for ICPC (Interstate Compact for the Placement of Children). This work is being accomplished in the Agile methodology which allows for coding to take place simultaneously as requirements are determined and processes re-engineered.

This position will perform the requirement gathering, analysis, conversion activities, interface/web services identification and reporting functions. Approval of this request is necessary to provide the adequate resources to complete the Adoption Systems within a timely fashion. Without this resource the Adoption Systems will stall with just the Adoption Album and Subsidy modules being completed. Also, this resource will maintain the current system. This individual will be expected to provide expertise and hands-on participation in the following activities:
  • Work with users to collect and document business requirements and use cases.
  • Work with developers on analysis and logical design.
  • Perform unit and regression testing and work closely with users during UAT.
  • Assist with responding to Adoption data requests.
  • Compile status reports, schedules and requests from management on the Adoption Systems.
  • The individual in this position will work under the direction of the Portfolio Manager.

Position Requirements/Technical Skills (CCC/Vendor):

Mandatory Requirements:

Senior

5 to 7 years experience in managing small to medium-scale business analysis work or projects with distinct deliverables to a solution.

Candidate is able to work without assistance and can provide leadership for others.

The following Requested (Desirable) Qualifications are not mandatory and candidates that do not fit all of the following, are still strongly encouraged to apply.

  • 60 months experience facilitating meeting with users to identify & gather business requirements.
  • 60 months experience documenting functional requirement, business rules & complex security requirements.
  • 48 months experience in writing test plans & cases and performing unit & regression testing.
  • 72 months strong SQL coding experience for writing SQL data queries for extraction and/or validation of application data.
  • 12 months experience with MS Project and SharePoint for writing and maintaining project schedules and project documentation.
  • Associates Degree. Proof of education is to be submitted for all responses.
