Position Description

We are seeking a Business Development / Program Manager to identify and collaborate with Department of Homeland Security (DHS)stakeholders to develop requirements of new projects, Task Orders and RFP's. The ideal candidate will be responsible for opportunity identification, program capture and transition of captures to execution. Additionally, this person will target civilian federal agencies, including HHS and IRS.

Job Duties & Responsibilities
  • Develop key business relationships in the government marketplace, with primary responsibility for identifying and developing opportunities for business expansion
  • Generate and maintain extensive knowledge of current developments in DHS in order to assess current and upcoming needs and identify and shape opportunities
  • Drive services-focused solution sales with end user customers and through directed partners utilizing the DHS CDM Contract and other vehicles
  • Develop value propositions through program strategies, supporting business cases and project plans
  • Write complete and concise competitive bid analyses for executive management review
  • Maintain positive relations with customers, contract managers, and staff supporting each contract or task order to ensure positive contract performance

Knowledge, Skills & Ability Requirements
  • Bachelor’s Degree
  • Knowledge of the Department of Homeland Security (DHS); prior business development experience required
  • 5+ years of business development experience; 10+ years overall
  • Knowledge and experience with DoD/DHS procurement and contracting processes
  • Knowledge of Symantec Security solutions and products, and basic understanding of information assurance and continuous monitoring
  • Existing relationships with DHS and Cyber related clients
  • Proven ability to build and maintain excellent relationships with clients
  • Proven ability to utilize critical thinking skills required to identify/shape opportunities and develop value propositions
  • Experience with engineering services level of effort determination, competitive analysis and project pricing-to-win
  • Strong interpersonal and communication skills to interact with all levels of personnel – executive management, management, technical and administrative
  • Excellent organizational skills with the ability to work on multiple projects of varying complexity simultaneously
  • Working knowledge of Microsoft Office Suite (Word, Excel, PowerPoint and Project)
  • Will be expected to travel to Washington, DC as required (at least two days per week)
  • Experience working in a Shipley based capture environment
