The Buyer conducts procurement of construction, information technology, marketing, and other goods and services in support of customers within the college. This position performs all procurement activities related to the development of formal and informal Invitation for Bids (IFBs), Sole Sources, Small Purchases, and eVA requirements; as well as resulting contract management responsibilities, which include modifications, renewals, and other actions. The Buyer also provides training, assistance and guidance to internal customers in the use of electronic procurement system (eVA). This position also assists to maintain procurement and contract files, develop internal policies and procedures, and achieve SWaM goals.
Working knowledge of the Virginia Public Procurement Act, Construction and Professional Services Manual, Agency Procurement and Surplus Property Manual, Virginia Information Technology Authority Procurement Policies, and Commonwealth Accounting Policy and Procedure Manual. Working knowledge of spot, term, and ordering agreements for goods and services procurements. Demonstrated ability to utilize an electronic ordering system. Demonstrated ability to develop Invitation for Bids (IFBs) and Request for Proposals (RFPs) and complete negotiations and bids for a wide range of goods and services. Demonstrated ability to coordinate actions and activities between business staff, management, and contractors to successfully resolve contract disputes. Demonstrated ability to proficiently utilize Microsoft Office applications, including Windows, Word, and Excel. Demonstrated ability to communicate effectively, orally and in writing, with all levels of staff, management, and the general public; and the ability to conduct presentations to train end-users, staff, and contractors. High school graduate or equivalent. The selected candidate will be required to complete the Commonwealth's Statement of Economic Interest, and must successfully pass the college's pre-employment security screening.
Bachelor's degree in Business Administration or a related field is preferred. Recent training and current work experience in public purchasing. Current work experience in a fiscal/accounting environment. Virginia Contracting Officer/Virginia Construction Contracting Officer (VCO/VCCO), Certified Purchasing Manager (C.P.M.), Certified Professional Public Buyer (CPPB), Certified Professional Contracts Manager (CPCM) or other purchasing certification is also preferred.
