Critical Action Items:

  • Manage and monitor all programs, contracts, and licenses for all programs they supervise.
  • Have knowledge on licensing requirements and standards.
  • Ensure all client and personnel files meet contract requirements through random monthly reviews.
  • Manage and monitor expenditures for program budgets by monitoring spending and reviewing general ledgers on a monthly basis.


  • Measurable Deliverables:

  • All programs under Senior PD will achieve all required outcomes from contractor and agency.
  • All programs will be in compliance with contract and licensing standards.
  • All program and agency reports will be submitted on time.
  • All expenditures and requisitions will be approved and submitted within contract and agency policies and will follow contract and agency guidelines for allowable and unallowable expenses.
  • All program budgets will be on target with contract and agency budgets.


  • Other Responsibilities:

  • Manage and monitor organizational, program, and financial components of services provided to clients.
  • Maintain organizational management structure which promotes best practices, facilities optimum delivery of services.
  • Monitors and maintains an internal policy and procedure manual of the organizational structure and each program function based upon: State licensing requirements, individual program/grant procedures and requirements, and the agency’s internal policies and procedures. Maintenance of the Standard Operation Procedure (SOP) manual will be updated as needed.
  • Monitors, reviews and approves staff hires before submitting recommendations to the Associate Executive Director for final approval.
  • Trains, supervises, and evaluates assigned program personnel, functions as the point of contact for HR with payroll and benefit concerns.
  • Guides, leads, develops and mentors all direct reporting staff to promote optimal performance through regular communication and evaluations; ensures that all staff within the supervised programs receives the training necessary to provide the highest quality programming as possible.
  • Conduct monthly case reviews to ensure that meet the programs are following guidelines and contract requirements.
  • Participates in community meetings as assigned, with prior approval from the Associate Executive Director on presentation and content.
  • Participate in service expansion planning, budget preparations and long and short-term planning for the program.
  • Function as a member of a multidisciplinary team.
  • To work effectively with the BCFS HHS Program Directors, Associate Executive Director, and Executive Director.
  • Member of IMT. Attends all mandated trainings for IMT and reports for active duty when required.
  • Other job duties as assigned.


  • Qualifications

    Education: Bachelor’s Degree in Social Services or related field, Master’s Degree preferred

    Experience:
    • Three years experience in management and staff supervision.
    • Three years experience in developing, managing, and monitoring budgets for multiple programs.
    • Three years experience monitoring and achieving contract outcomes for multiple programs.
    • Experience writing strong, informative, and effective program and contract reports.
    • Experience working with and maintaining collaborative community partnerships for multiple programs.
    • Experience providing staff trainings and program presentations.
    • Excellent computer skills with data collection experience.
    • Experience with human resources policy requirements, including hiring and termination of personnel.

  • Ability to function as a member of a multidisciplinary team.
  • Possess sensitivity to the service population’s cultural and socio-economic characteristics.
  • Ability to organize, and prioritize duties and responsibilities efficiently.
  • Ability to work independently.
  • Computer literacy.
  • Possess a valid driver’s license, work eligibility status and have an excellent driving record.
  • Must pass criminal and driving background check.
