Description: Duties for the Chief Information Officer/Information Technology Advisor:
Coordinate teaching, training, and advising the MODVA CIO about activities involving planning, designing, building, managing, and maintaining information systems architectures.
Provide guidance and technical assistance to the MODVA for all levels of information technology.
Assist in the development of an information technology strategy for the MODVA.
Advise the MODVA CIO on a wide variety of information technology issues, including staffing; software purchasing, deployment, and maintenance; systems integration, configuration, and administration; reporting; quality control; technical documentation and operation manuals; backup and storage; and troubleshooting.
Assist in the design, implementation, and testing of computer programs.
Assist the MODVA in the installation, operation, and maintenance of information technology.
Coordinate closely with other advisory programs to ensure seamless collaboration and compatibility between MODVA and SPLA IT systems.
Advise MODVA CIO on folding MODVA IT systems into the national system, and assisting in leading the national cyber security and IT architecture development efforts.
Keep MODVA CIO apprised of technological developments that could enhance South Sudanese IT development efforts.
Collaborate closely with other advisory teams to ensure the timely, efficient and complete fielding of the Enhanced Defense Communications Network (EDCN).

Experience running information technology programs in austere environments. Possess a bachelor’s degree with a minimum of fifteen (15) years IT experience (relevant experience may be substituted for educational requirement). Have leadership experience forecasting, planning, resourcing, implementing, and maintaining IT systems. Have experience in austere, overseas environments and possess an understanding of the need to conduct oneself in a diplomatic and culturally sensitive manner. Experience in Africa is a plus. Capable of moderate physical exertion to include the ability to lift and carry items of up to fifty (50) pounds, and capable of traveling and working within an equatorial environment with limited support infrastructure.
Prior leadership experience forecasting, planning, resourcing, implementing, and maintaining IT systems in austere, overseas environments at the MOD level. Experience in Africa is a plus.
