The City and County of Denver's Technology Services Division (TS) is looking for a Manager of IT Governance . This crucial and highly visible role will be responsible for developing, leading and maintaining the IT Governance, Risk, and Compliance Management strategy for Technology Services.

This individual will be responsible for the coordination and management of internal controls, business processes, project management, and asset controls. They will evaluate policies and procedures, and makes recommendations on possible improvements/efficiencies.

As a Manager of IT Governance, you will participate in PCI and all other related compliance audits. Strong financial apptitude will be expected as this person will manage oversight of the IT budgets.

Job Responsibilities:

Managing the documentation, implementation, and communication of IT internal control policies and procedures in compliance with PCI, ITIL, ISO, and Cobit

Overseeing the coordination and management of all IT purchasing, inventory stock/placement, and budget as it relates to hardware and software.

Managing vendors in relation to project management. This may include development of RFPs, contract negotiation, on-going issue resolution, performance monitoring and appraisal, and billing management.

Overseeing and assisting (when necessary) in the development and improvement of processes that support the deployment and maintenance of systems to new and existing systems.

Managing the process of supporting/performing audits of IT functions with emphasis on assessment of internal controls; and when necessary, actually supporting/performing such audits.

Working with the Internal Auditor to conduct IT compliance audits, including:
a) Documenting audit timelines and status.
b) Updating/reviewing IT control documentation.
c) Performing test of IT controls.

Managing PCI audit including scheduling audit, maintaining accuracy of audit evidence, providing auditors with access to requested information, and submitting bank scans and assessments while maintaining bank compliance.

Providing education and training to internal IT staff on processes and procedures, and how they relate to their role.

Comparing IT monthly budgets to approved limits and working with director to remedy any variances.

Overseeing the coordination and communication of projects involving the creation, maintenance, standardization, revision, and updates of all IT policies, system, architecture, and process documentation.


Education Requirement:

Baccalaureate Degree in a related field based on a specific position(s).

Experience Requirement:

Three years of experience acting as an administrator or a full performance level professional within IT Security, Governance,. Risk/Compliance Management, or Budegeting.

Education/Experience Equivalency:

A combination of appropriate education and experience may be substituted for the minimum education and experience requirements.

Licensure and/or Certification:

By position, completion of a Career Service Authority supervisory training course prior to completion of the probationary period.

Preferred Qualifications:

* Previous professional IT budget creation/oversight experience.
* Possesion of a CISSP, CISM or CISA at the time of application.
* Possesion of an ITIL certification at the time of application.
