MAJOR DUTIES:

Responsible for all activities related to community planning, urban

planning

,

comprehensive land use, and natural resources planning, environmental protection, pollution abatement and control, and conservation and management of natural resources.

·

Formulates, plans, and implements techniques, and develops broad strategies and procedures to conduct the comprehensive planning process

that

are

complex

in nature and are of considerable scope.

·

Develop

professional

planning guidance to

assist installations' implementation

of

community planning

programs

b

y

ensuring

land use, facility, and environmental

plans

,

programs

,

and

projects

are

properly

coordinated with

counterparts at

local

,

regional, state, and

federal agencies, regional

environmental offices,

major

commands,

and

other

DoD installations.

Communicates critical

issues

continually maintains an active dialogue with local citizen groups and other professionals (engineers,

architects, lawyers,

community planners) directly concerned with local/AFLCMC community planning problems.

Uses

computers/computer

software

such as information management programs, Computer Aided Design and Drafting

(CADD), Geographic

Information Systems (GIS), mapping graphics, and

other

computer

graphic and

project tracking programs to solve community planning problems and facilitate work.

BASIC QUALIFICATIONS: You must have a degree in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner. OR

have a combination of education and experience -- courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. NOTE: YOU MUST SUBMIT COPIES OF OFFICIAL COLLEGE TRANSCRIPTS.

SPECIALIZED EXPERIENCE:
At least one (1) year of specialized experience at the next lower grade (

GS-11

or equivalent).

Specialized experience is experience

must

include technical work in or related to community planning, urban planning, comprehensive land use, and natural resources planning, environmental protection, pollution abatement and control, conservation and management of natural resources.

Experience must also include professional communication techniques to maintain active dialogue with local citizen groups and other professionals.

TIME-IN-GRADE (TIG) Restrictions for GS Positions: TIG is applicable to all federal employees who have held a GS position in the last 52 weeks. Applicants must have served at least 52 weeks at the

or higher grade within the Federal Civil Service (or equivalent in an alternate pay system) to be considered for (referral). The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.
