One Year Temporary Position

Position Summary: The position’s primary function is to work to develop, maintain and support data-driven tools and strategies for campaign mobilization and communications by NEA and affiliates. The essential functions of this position are data analysis, database management, and user training and support. The work includes analyzing targeting data and the development of strategies to assist in the implementation of integrated campaign goals. The incumbent will be responsible for maintenance of multiple databases and interfaces, technical and strategic support in the use of these tools, as well as regular reporting on the use and effectiveness of the tools and programs. The incumbent will also respond to inquiries and requests for assistance from NEA and affiliates; develop and disseminate program and training materials; maintain awareness of advances in technology and communicate them for impact analysis, campaign tactics and infrastructure development. The incumbent assists with monitoring and analyzing state affiliate activity and progress; assists with establishing and maintaining strategic communications systems; and assists with coordination at the national, state and local levels to establish strategic plans and action priorities based on the overall goals of the organization. In addition, the incumbent uses a personal computer, associated software, other office technology and travels frequently.

Required Skills

Minimum Education Requirement: Bachelor’s degree in political science, communications, computer science, or an equivalent combination of education and experience from which comparable knowledge and skills may be acquired. MINIMUM QUALIFICATIONS Four years of professional work experience involving the development, maintenance, user training, and support of political campaign infrastructure/technology. Political and/or legislative campaign experience at federal or state level that includes voter contact and grassroots/field mobilization and experience with membership organizations also needed. OTHER REQUIREMENTS : Samples of work products (e.g., training materials, targeting analyses) may be required at time of interview. Campaign budget experience preferred. Frequent travel required

Required Experience

Selection Criteria: Tier 1 (Essential): In-depth knowledge and experience of political strategies and tools. Demonstrated oral and written communication skills, particularly in communicating complex technical information/processes to non-technical audiences. Experience using and interpreting voter files and political targeting data and micro targeting scores; Knowledge and understanding of the Catalist Q Tool and the VAN; Demonstrated skill in integrating new and emerging technologies into political programs. Experience translating complex ideas into simple, concise, direct prose. Experience in and willingness to work in a frenetic and fluid legislative/political environment. Proven flexibility and effectiveness in handling multiple and complex projects simultaneously under stringent timeframes and changing priorities/conditions. Highly developed and effective interpersonal skills. Demonstrated ability to work collaboratively towards organizational goals. Successful references. TIER 2 (Significant) Skill in using and interpreting voter files and political targeting data including National Committee for and Effective Congress (NCEC) precinct performance data and micro targeting scores. Experience educating internal and external audiences about relevant political agenda and objectives. Experience developing PowerPoint presentations. Experience coordinating the work of consultants and vendors. TIER 3 (Desirable): Knowledge of Campaigns and Elections programs and policies. Skilled in the use of the Catalist Q Tool and the VAN for political mobilization.
