Candidates must have a Master's degree, a permanent teacher certificate, and a New York State
School District Administrator Certificate. Doctorate degree preferred. Candidate must also have
five to ten years of supervisory experience, evidence of effective leadership, and demonstrated
success leading strategic educational initiatives that result in measurable improved student
achievement. Candidates with prior administrative experience in an urban school district with a
large racially and economically diverse population are preferred.

Buffalo Public Schools (BPS) has begun a period of change that seeks to transform the district and its
schools. With the appointment of Superintendent Pamela Brown and a significant level of local, state,
and federal attention and investment, Buffalo has an incredible opportunity to ensure that all of its
students graduate prepared to succeed in college or a well-paying career.
Currently, BPS has 58 schools serving approximately 34,000 students, of whom 79% qualify for free or
reduced price lunch and 77% are students of color. Of the 58 schools in the district, 28 have been given
“priority” status by the state and 16 more have been given “focus” status. Within the district, a sizable
number of students do not meet state standards, and only about half of those who attend high school
graduate with a diploma. Superintendent Brown is building a talented and committed leadership team
to partner with her in moving BPS towards the ambitious goal of preparing all students for success.

The Chief of Curriculum, Assessment and Instruction will lead the charge to ensure excellent instructional
practice in every Buffalo Public Schools classroom. This includes the selection and implementation of
high-quality curriculum aligned to the Common Core standards, design and implementation of professional
development that provides teachers with understanding of instructional best practices, and the ability
to partner closely with other cabinet members and the Superintendent around issues of instructional quality.
The Chief of Curriculum, Assessment and Instruction reports to the Deputy Superintendent. S/he is
responsible for managing staff members in the district's instructional division, which includes: Curriculum
and Instruction, Professional Development, Assessment, English Language Learning, and Special Education

Specifically, the Chief of Curriculum, Assessment and Instruction will be responsible for the following:
Provide direction in and maintains current knowledge of educational reform and instructional best practices in all aspects of K-12 urban education. Collaborate with school leadership, research and evaluation, and student support services departments to implement ongoing evaluation and improvement of instructional programs, particularly with efforts to increase student achievement at underperforming schools.
Work with fellow cabinet members to organize district-wide efforts and resources to support district's strategy for school turnaround, school improvement, and instruction and supports for students.

Work with fellow cabinet members and staff to create a system that uses data to establish a culture of data-based decision making; build capacity to use data collaboratively, continuously and effectively to improve teaching and learning.
Instructional Leadership
Provide leadership in all academic affairs, including curriculum, instruction, standards, assessment, professional development, instructional technology, Multilingual Programs, Special Education, and other state and federal programs.
Manage the roll out of Common Core Standards, ensuring consistent delivery of excellent instruction aligned with key standards (i.e. classroom-to-classroom, grade-by-grade, school-by-school).
Collaborate with Offices of School Leadership, Research, Evaluation and Data Management, Talent Management, and other BPS divisions and departments to ensure highly effective teacher supports and successful delivery of instructional programs and services in all schools.
Collaborate with schools to develop instructional programs and implement and evaluate reform models designed to improve achievement of all students.
Maintain district compliance in monitoring, assessment, and reporting for all academic programs.
Oversee the allocation of materials and staff resources for academic departments, ensure their use for the purposes intended, and enforce appropriate accountability for disbursements and expenditures.
Develop and maintain clear and inclusive decision-making processes to successfully integrate academic supports and services.

Community Relations
Serve as the key spokesperson to the Superintendent, school board and the community regarding all instructional issues. Serve as the district representative regarding academic affairs in meetings with governmental, legislative and business community meetings.
Serve as primary liaison to the New York State Department of Education regarding BPS instructional, curricular and assessment matters.

A successful candidate for Chief of Curriculum, Assessment and Instruction will demonstrate the

Proven ability to develop and deliver programming that drives improved academic performance for all student populations; knows effective practice for differentiating instruction
Deep understanding of curricular frameworks, pedagogy, and quality classroom materials; experience developing and implementing curriculum for a wide variety of grade levels and subjects
Strong knowledge of high-quality instructional practices and the ability to lead others to implement these practices consistently across classrooms and schools
Excellent execution and project management skills, including attention to detail, organizational skills, ability to balance the big picture with detailed steps to reach the end goal, and ability to balance multiple projects under tight deadlines
An ability to build systems and policies necessary to bring solutions to scale
Clear articulation of organizational priorities, policies, and plans to achieve student, school, and district goals to diverse audiences with differing socio-economic, ethnic, and cultural backgrounds
Successful coalition building and experience working collaboratively with diverse stakeholders at all levels, including district personnel, students, families, communities, and/or advocacy groups

Appointment will be made by the Superintendent following an assessment of training, experience,
credentials and evaluation of service. Personal interviews shall be scheduled where appropriate.
An employment contract will be developed with the Superintendent and the successful candidate.
