Supervises department employees and volunteers, including hiring, training, assigning and reviewing work, conducting performance evaluations, disciplining, terminating, and recommending changes in pay (where applicable dependent on classification as an employee or volunteer);

Plans for and manages the overall operations of the Fire Department;

Researches, develops, and makes recommendations to the mayor and city council on fire departmental goals and objectives;

Develops personnel and volunteer recruitment, processing, selection, and training policies for fire department personnel;

Determines and directs department policies regarding discipline, conduct, and internal investigations, that are consistent with the overall policies of the city, and makes the decision in disciplinary matters;

Prepares annual departmental budget estimates and monitors and controls expenditures against the city council approved departmental budget throughout the year;

Prepares application for and administers all state and federally assisted projects;

Provides guidelines and counsels department employees to influence their conduct and professionalism;

Supervises the planning, operation and admission of fire fighting, emergency medical services, fire inspections, loss prevention, life safety, and fire services activities in the municipality;

Provides overall direction for a staff of volunteer firefighters and fire marshal;

Supervises, establishes rules and regulations, and enforces policies for firefighters, fire prevention, and emergency medical services first responder standards in compliance with all applicable laws and regulations;

Writes grants for equipment and/or personnel;

Prepares plans, technical reports, ordinance recommendations and fire fighting regulations to meet department and city objectives;

Supervises and evaluates fire prevention and control policies and procedures by keeping abreast of new methods and conducting studies of departmental operations;

Attends fire prevention/protection conferences and training schools;

Coordinates mutual fire protection plans with surrounding municipalities;

Confers with officials and community groups and conducts public relation campaigns to present need for change in laws and policies and to encourage fire prevention;

Assumes command at all fires or rescue incidents within Lacy Lakeview city limits;

Develops and recommends programs for training of all fire personnel;

Enforces all regulations and investigations into cause and events of fires;

Supervises and/or conducts building inspections, ensuring compliance of city adopted fire codes and ordinances as required by such code;

Works with the Police Department in the investigation of fires to determine cause and origin in suspected arson cases;

Prepares reports for violations and unsafe conditions, and informs building owner/manager;

Ensures the issuance of summons for subsequent inspections for fire hazards not corrected and enforces code when owner refuses to cooperate;

Supervises cleaning and maintenance of fire stations, apparatus and all equipment;

Enhances efforts to improve the city ISO ratings; and

Drafts ordinances and resolutions for the city council as needed and works with the city attorney as needed.

Performs such other related duties as may be assigned.
