Perform a variety of complex routine and non-routine technical engineering duties requiring consideration and analysis of multiple variables and use of independent judgment in decision making.

Position Qualifications:
Minimum education and/or experience: Associate's degree in Engineering, Engineering Technology, Land Surveying, or in another related field relevant to area of assignment. Four (4) years of engineering design, analysis, or land surveying experience. Equivalent combinations of education and experience may be considered in substitution for the minimum qualifications. Knowledge, Skills, and Abilities: Position requires knowledge of the principles and techniques of general engineering and surveying. Must have knowledge of project, budget and contract management principles and techniques. Position requires knowledge of technical drafting principles, and engineering plans and specifications. Must have knowledge of applicable design standards, rules, ordinances, codes and regulations. Position requires knowledge of techniques for evaluating construction contract compliance. Must have knowledge of mathematics including geometry and trigonometry. Position requires knowledge of specialized engineering software and file management procedures. Must have knowledge of requirements and specification for purchase of equipment, materials, and services; and of techniques for evaluating construction contract compliance. Must be skilled in using computers and complex engineering software applications. Must be skilled in reviewing and evaluating technical engineering data and construction documentation. Must be skilled in interpreting technical information and producing engineering drawings. Must be skilled in technical writing and making complex mathematical computations. Must be skilled in establishing effective working relationships with others. Must possess skills in assessing and prioritizing multiple tasks, projects and demands. Must possess skills in effective communication, including presentations, customer service and public relations methods and practices. Specialized training, certifications, or other special requirements: Valid Arizona state driver's license. Some positions may require specific certifications or registrations. NOTE: Degrees/credits must be from an academically accredited college or university as recognized by the U.S. Department of Education (USDE) or the Council for Higher Education (CHEA).

Essential Job Tasks:
Develops and reviews project design, requirements, plans, documents, standards, calculations, and technical and budget estimates as directed. Defines issues and resolves conflicts. Assures effective communications and coordination with internal and external clients. Oversees complex and high profile projects and programs. Investigates special requests for information, and makes recommendations on procedures and project activities. Receives objectives, requirements, and design approaches from supervisor or engineer. Prepares reports, compiles, computes, calculates, reviews, coordinates, and analyzes a variety of complex engineering data to determine requirements to meet engineering objectives. Maintains and updates computer and document files, tracking systems and databases as needed. Assures the accuracy of the records and files. Maintains project files. Writes technical documents and reports. Makes technical estimates of a specialized nature in connection with various projects. Conducts traffic, engineering, land and right-of-way research by inspecting project sites and reports, and compiling, interpreting, analyzing and calculating field data. Examines project plans for technical accuracy and compliance to design standards and County policy. May prepare and compile bid documents and specifications including scopes of work, contracts and purchase agreements for services and material, and solicits bids/quotes. Produces technically accurate drawings and plans for civil engineering projects using CADD, Inroads and GIS software. Reviews and approves work of contractors on various Capital Improvement Projects Manages projects as assigned. Analyzes findings and prepares and presents reports. Researches engineering records and methods, and recommends solutions. May act in a lead capacity to department support staff and junior technicians in providing training, coaching and/or mentoring. Performs other duties as assigned or required.

Those selected will be scored based on evaluation of listed education and experience. The hiring authority will interview and select the successful candidate from a pool provided by Human Resources.
