SALARY RANGE:

(S15) $52,291.20 - $78,457.60 a year

JOB PURPOSE: This is highly responsible work in supervising code enforcement and the maintenance of parkways, medians and related grounds.
KEY RESPONSIBILITIES:
  • Supervises a designated enforcement area with personnel performing systematic patrol inspections and responding to calls for services regarding hazardous and unsafe situations, protecting life and property, enforcing environmental codes, property maintenance codes, zoning codes, and sign codes
  • Directs staff and/or contractors responsible for working in coordination with related city departments and other resources.
  • Receives and acts on requests, complaints and suggestions for improving the city's aesthetics and cleanliness.
  • Develops short-and long-range strategies and partnerships for keeping the district clean and appealing to tourist, vistors and patrons.
  • Plans, organizes, coordinates, and supervise grounds maintenance, cleanliness and sanitation activities for parkways, medians, vacant lots, and related grounds and structures.
  • Receiving and acting on requests, complaints and suggestions for improving the city’s aesthetics and cleanliness.
  • Develops short- and long-range strategies and partnerships for keeping the district clean and appealing to tourists, visitors and patrons.
  • Assists with the relocation process for citizens when emergency conditions warrant immediate removal from their home.
  • Inspects areas to ascertain needs and note for future inclusion in work schedules.
  • Serves as liaison with representatives of other city departments and community groups to arrange support and cooperation for programs and events in assigned area.
  • Determines needs and directs and participates in training and career development of staff; formulates recommendations as appropriate; prepares activity reports;
  • Develops tactical plans to combat public nuisance problems and appraises the techniques used to determine their effectiveness.
  • Plans, assigns, supervises, and reviews work of subordinates.
  • Completes evaluations; reviews and approves training, leave and other requests;
  • Administers discipline when required; serves as a respondent in the grievance process.
  • Ensures that daily equipment checks are completed and that equipment is utilized properly; coordinates preventative and other maintenance needs for equipment.
  • Attends meetings; reports on operations and makes recommendations relating to policy, procedure, discipline, and programs;
  • Conducts briefings with direct reports to review personnel assignments and performance, implementation of policies and procedures, training and operational procedures.
  • Participates in the budget process, identifying personnel, operational and capital improvement needs.
  • Performs extensive computer research, maintains knowledge of current code requirements, legal aspects of code enforcement and State laws.
  • Attends neighborhood civic association and other meetings as a senior code enforcement representative to foster positive community relations.
  • Speaks to civic and other organizations on code issues, participates in special events such as neighborhood clean-ups and neighborhood watch events.
  • Initiates investigation of citizen complaints relating code issues, providing a response or plan to address the issue.
  • Initiates review of cases of apparent or alleged misconduct of assigned personnel.
  • Reviews complaints for assigned personnel and recommends appropriate action.
  • Reviews site plans for code compliance; prepares reports and correspondence.
  • Manages area budget and works processes.
  • Performs related work as required.
DESIRED KNOWLEDGES, ABILITIES AND SKILLS: Extensive knowledge of: principles and practices of modern code enforcement administration, organization, methods, and tactics; federal and state laws and regulations relating to job duties (e.g. relevant State Statutes), including rules relating to right-of-entry, condemnation, demolition of structures, and impoundment of private property and vehicles; safeguards afforded to individuals by the Constitution and federal and state laws. Considerable knowledge of: modern supervisory practices and procedures; modern developments, current literature, and sources of information relating to code enforcement in general, code department operating rules, regulations and policies, and City policies; practices, methods, techniques, equipment, and materials applicable to grounds maintenance; occupational hazards and applicable safety precautions. Working knowledge of: planning and scheduling techniques; effective techniques for coordinating with public and private groups to develop partnerships; labor relations, contract administration and grievance procedures. Ability to: write and speak clearly and succinctly in a variety of communication settings; prepare administrative and technical reports; plan, assign, direct, and coordinate the work of professional, para-professional, and clerical employees in a manner that promotes full performance; establish and maintain effective working relationships with City officials, directors, managers, and other employees, contractors, the media, and the general public; refine procedures; blend people into teams when needed and foster open dialogue and participation; set clear objectives and measures and monitor process, progress and results; lead and motivate. Skill in: the use and care of standard code enforcement equipment and computers use of work management/scheduling software.
QUALIFICATIONS: Graduation from an accredited college or university with a associate’s degree in criminal justice, business or a related field and three (3) years of progressively responsible code enforcement, grounds or facilities maintenance, or related experience preferably including supervisory or lead responsibility; or, high school and six (6) years of experience as outlined above; or an equivalent combination of training and experience.
LICENSES OR CERTIFICATES: Possession of: a certification as a Code Enforcement Officer or the ability to obtain within eighteen (18) months; a valid Florida driver’s license.
EXAMINATION: Evaluation of education and experience. Drug testing is included in all pre-employment processing.
