Provides expert guidance on problems related to the use of highly complex developmental or advanced systems and recommends approach to resolve the problem.
Utilizes data resources and automated analysis techniques to resolve problems which are unique and may be no precedent.
Provides comprehensive representation and/or technical support at off-site project locations, including the formulation of the client¿s requirements for analysis and spectrum management.
Participates in short and long range planning in communications systems and spectrum management projects.
Provides consultative advice on critical topics within area of expertise.
Consults with management on unique problems crossing functional areas of the organization.
Identifies opportunities for new program initiatives and follow-on tasking for current projects.
Prepares and delivers formal briefings to the staff, to project clients, and other outside agencies.
Develops capability briefings, specific project proposals, position papers and responses to proposed national and international legislative actions affecting electromagnetic spectrum management and regulations.
Provides guidance and direction to less experienced staff on highly complex problems.
Complies with quality assurance and security procedures in the performance of duties.
Bachelor's degree and 10 years of relevant work experience in U.S. military or foreign Communications-electronics (C-E) systems and environments or in spectrum management.
In some cases, educational requirements may be adjusted or waived for more than 15 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Applicants must hold at least a secret clearance and eligible to obtain a TS clearance.
JITC & ATEC experience preferred.
