TASC is looking for a mid-level Management Analyst to support a high value, highly visible customer as they develop a global Information Technology Enterprise (ITE) architecture for the Intelligence Community. The successful candidate will work on an integrated team focused on improving the integration, interoperability, and efficiency of enterprise operations of existing and emerging lines-of-business (cloud hosting, the desktop environment, applications, etc) across the Intelligence Community.
The candidate will:
Assist with translating user requirements into detailed technical solutions and specifications for the design, implementation, testing, and assessment of enterprise-wide intelligence services and capabilities, and linkage to the ITE architecture
Maintain documents such as:
Integrated Master Plans, Roadmaps, Dashboards
User Acceptance Criteria, Performance Assessment Criteria
Common Services Enterprise Transition Plan
Capabilities Inventory and Portfolio
Review and analyze implementation plans from IC ITE service providers across the IC
Support the development and execution of a comprehensive and integrated program oversight and assessment methodology to monitor and assess current and projected projects and operations
Recommend solutions for better integration and interoperability of services and capabilities in support of programmatic goals
Support the development of the strategic plan for common services, capability plans for each common service area, and transition plans
Institute common solutions and data standards, leverage technology, and identify opportunities for shared services
Support the execution and administration of the needs process to collect, evaluate, and validate common services;
Assess stakeholder requirements;
Research best practices within government and industry;
Use benchmarks to evaluate the effectiveness of current programs and operations, evaluate available products, assess feasible solutions, perform analysis of alternatives
Support the execution of the IC CIO Investment Review Process
Develop business cases, concepts of operation, memoranda agreements, and briefing materials to ensure that ITE investments are aligned with mission goals and priorities
The successful candidate will have a Bachelor’s degree in Computer Engineering, Computer Science, Electrical Engineering, Information Systems, Information Technology, Management Information Systems, Systems Management or a closely related IT discipline.
The successful candidate must have strong oral and written communications skills, the ability to function in a high stress environment, and demonstrate a high level of performance as a member of a tightly integrated government-contractor team.
Ten years or more of analyzing IT-related programs or projects in one of the following categories: organizational efficiencies; organizational operations; organizational procedures and protocols; or organizational risks.
Five years or more of demonstrated experience in the Intelligence Community:
Analyzing IT-related programs or projects in one of the following categories: organizational efficiencies, organizational operations, organizational procedures and protocols, or organizational risks
Analyzing the development, implementation, integration, and evaluation of one or more LOB to be supported, such as cloud hosting, applications mall, or the desktop environment
