. Qualified candidates will be the liaisons between contractors performing work and the client. They will also be responsible for assuring compliance with the client's safety and environmental policies and procedures. Oil & Gas, Energy or Petrochemical experience is required.
Typical duties and responsibilities of this position are:
Understand and assure compliance with all business unit policies and procedures. Foster a safe work environment. Apply an auditing process to assure that adequate Hazard Identification Task Risk Assessment(s) (HITRA) have been performed prior to start of work. When necessary, participate in the HITRA. Assure communication on all aspects of the Permit to Work (PTW) package has effectively occurred with the work crew prior to the start of work. Must know on a daily basis how many permits and work areas are being managed, and assure that the number does not exceed the requirements stated in the client's Permit to Work Procedure. Ensure that all contract supervisors know who the Construction Advisor is on their work at all times. Communicate with the Safety professional assigned to the area where the work is being performed. Audit jobs for safety compliance; report deficiencies to construction management.
Understand client's policy and goals on environmental performance and communicate them to work crews. Make recommendations to those responsible for the work on how to avoid environmental incidents. If an environmental incident occurs deal with it immediately by notifying operations.
Control of Work (CoW):
Fill the Performing Authority role or delegate this responsibility as a last resort as defined in client Permit to Work Procedure. Assure that the work environment is safe and ready for the project work to be executed. Responsible for securing all CoW documentation and PTW to allow a project to be executed along with client Operations.
Planning and Scheduling:
Participate in field planning and scheduling meetings including PTW planning with Operations. May attend Operations meetings where work is discussed and planned for the future.
Ensure manpower provided reflects plan requirements and maintain a headcount on jobs. Understand scope of work and understand when out of scope requests are made. Engage and secure the commitments of other client departments such as Operations, Inspection, Quality, etc. to ensure that proper representation is available to prevent project delays. Review and Approve timesheets according to the approved budgets.
Evaluate contractors at the end of every job by completing an End-of-Job Contractor Evaluation form and assure that the Lessons Learned portion of the PTW form is completed. Signoff on Turnover packages as required. Coordinate with Operations as necessary during commissioning of a project. Coordinate construction resources required to assist with commissioning of a project.

The appropriately qualified candidate will have the following core competencies and required experience:
Education & Experience:
- Bachelor's degree in construction management, construction engineering or related field and two (2) years construction superintendent experience in Oil & Gas.
- With Associate's degree, ten (10) years construction superintendent/management experience in Oil & Gas.
- Without a degree, twelve (12) years construction superintendent/management experience in Oil & Gas.
- Good communication and organization skills.
