Need:

Parsons is in need of a Construction Engineer/Specialist for our Guam location.

Position Overview:
Under general supervision, ensures that assigned projects are constructed in accordance with the plans, specifications and other contract documents and all such activities are properly documented. Provides independent and accurate assessments to ensure that all federal and local requirements are met. Provides technical and contractual oversight of independent construction management firms assigned to specific projects. Works within an established programmatic document control system to ensure that all documents are filed properly. Reviews and approves invoices, change orders and other documents and works with others to process such documents. Provides engineering assessments and technical support to contractors and construction management firms. May provide technical guidance to less-experienced field engineering personnel.

Position is a 2-3 year temporary assignment for US mainland candidates. Relocation plus housing allowance may be provided, subjected to clients’ approval.

Specific Responsibilities:
The Construction Engineer/Specialist (CES) will perform complex field engineering assignments involving the development, execution, supervision, and coordination of all technical aspects of a construction project on the federally funded Guam Roads Program. The CES provides oversight of contractors and construction management firms as an extension of the client’s staff on the program. The CES is responsible for ensuring that assigned projects are constructed in accordance with the contract documents and that all facets of the construction and construction management are properly documented.
The CES will provide contract oversight and technical management of the construction management firm, and is responsible for tracking budgets, reviewing and approving invoices, change orders and other project documentation. The CES will review all documents produced or processed by the construction management firm prior to processing through the client for approval.
Ensures that tests and inspections are performed, witnessed, and documented in accordance with approved procedures.
Collaborates with construction management to eliminate any hazards associated with the work that may adversely affect the environment or the safety or health of employees. Ensures that personnel of the assigned group engage in safe work practices in compliance with site-specific safety procedures and industry standards.
Establishes and maintains liaison with the discipline design engineering staff. Reviews and interprets discipline design drawings and specifications to ensure current revision level and correct technical execution of the work.
Provides resolution for technical engineering problems within the assigned discipline(s); coordinates application of solutions.
Develops discipline construction schedules and monitors progress. Provides schedule and progress appraisal report to the Construction Manager.
Monitors material procurement and deliveries to ensure timeliness in support of construction activities and schedule within the assigned discipline. Ensures that materials received meet specifications and established standards of quality.

Qualifications
Requirements:
• 4-year degree in engineering or construction-related field, or equivalent construction-related work experience, as well as 5 to 8 years of major roadway construction experience is required.
• Incumbent must possess at least 5 yrs of public works project experience that includes roadway, highways and bridges
• Familiarity with FHWA standards and documentation requirements
• Experience as owner’s representative in construction management (Resident Engineer) or direct supervision and management of contractors and subcontractors (such as Superintendent or Project Engineer/Manager) is required
• Must possess solid verbal and written communication skills
• Experience in the construction of large civil/structural and/or industrial projects at domestic and/or foreign locations is a PLUS
• PE or FE is highly desirable
Skills and competencies:
Requires a working knowledge of engineering and construction-related processes, as well as industry practices. Also requires excellent written and oral communication skills, a familiarity with CAD and other PC software packages typically associated with engineering and construction, and the potential for performing in a lead capacity on a project.
