STAFF ENGINEER - PROJECT MANAGER FOSSIL GENERATION
This position provides lead maintenance project and construction management services to Fossil Generation for the accomplishment of assigned major projects such as turbine /generator full train inspections and repairs, as well as major boiler projects (i.e. SH (Superheat) RH (Reheat) replacement and air preheater replacements). These projects typically range from 1 to 6 months in duration and require 7 day per week construction/project management coverage for 4 to 8 week periods during the assignment. The services include on-site maintenance and construction project activities associated with the planning, scheduling, organizing, contracting, and execution in a manner that meets the desired project objectives of cost, schedule, quality, craft health and safety, and environmental compliance. This is accomplished by directing services provided by plant personnel, contractors, equipment manufacturer representatives, and other Luminant organizations.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. In this position, either directly or through others, the incumbent will:
Provide effective maintenance and construction project services in accordance with the Luminant Outage Playbook to ensure safe projects within schedule, cost, and quality requirements.
Project Services include: Large boiler and turbine inspection/repair projects
Managing Fluor, Merico and other contractors to accomplish the projects
Major equipment modifications such as turbine steam path upgrades, NOx modifications
Establish and maintain positive relationships with plant personnel, suppliers of materials/services and other Luminant organizations, which interface with assigned projects to promote a cooperative teaming relationship.
Ensure effective project resource utilization through project activity identification, applying logic to the activities, and analyzing effects to schedule and cost.
Plan project activities through project scope identification, contract requirement identification, and bundling services cost effectively.
Assist and/or develop project construction and maintenance cost estimates as assigned for both O&M and Capital Projects.
Assist and/or develop project construction and maintenance schedules as assigned for both O&M and Capital Projects.
Provide project status in a timely manner to all appropriate parties to ensure excellent communication between the project team and others.
Prepare complete and accurate reports of managed projects and ensure they are properly filed.
Able to direct multiple projects concurrently when required.
Maintain a broad based knowledge of project skills and capabilities of sharing that information as a knowledge resource to plant personnel.
Able to develop and negotiate contracts for project services
Able to manage cost, schedule and quality of project within established guidelines
Coordinate with Equipment Specialists, Equipment Repair and Engineering to ensure effective options and specifications are achieved
Minimal background and knowledge requirements:
Qualifications sought in successful candidates include the following:
Bachelor of Science in an Engineering discipline and 3-4 years experience in the maintenance and repair of fossil power production equipment, OR 8 to 12 years of experience in the maintenance and repair of fossil power production equipment.
Preferred background and knowledge requirements:
Registered Professional Engineer
Knowledge of fossil power plant equipment disassembly/reassembly techniques, particularly steam turbine, combustion turbine, and boiler components.
Experience in interfacing with contract craft personnel and equipment manufacturer field representatives.
Working knowledge of fossil power plant operations, work processes, RCM diagnostic tools/techniques, and personnel.
Working knowledge of safety, health, and environmental requirements in fossil power plants.
Experience with directing multiple large projects concurrently.
Experience with critical path schedules and working knowledge of scheduling software.
PHYSICAL/MENTAL DEMANDS AND WORKING CONDITIONS : This position requires the ability to perform the essential duties and responsibilities in the following environment:
Typical unit outages are 4 to 8 weeks in duration and may require extended hours 7 days per week in support of the outages.
Outage support could require the Construction Manager to work away from home for extended periods.
Construction Managers will periodically be required to perform crawl-through inspections of boilers, turbines, and other plant equipment.
Use of a PC, computer terminal and/or telephone over 2 hours a day.
Routine bending, twisting, crouching, pulling, pushing, and/or reaching to access job-related materials.
Open workspace office environment.
