CSTs are cleared individuals with specialized knowledge and training in construction trades. These technicians conduct surveillance during construction to ensure that construction requirements are met and approved during the different phases of site preparation, construction, fit-out, and lockdown to ensure that work is executed as designed and is free from security hazards. To comply with national directives and standards, CSTs must be citizens of the United States (U.S.) and have, or be able to obtain, a Top Secret clearance with eligibility for Sensitive Compartmented Information (SCI) access.
CSTs shall have at least five (5) years of experience in construction security surveillance or construction quality assurance, or have at least five (5) years of hands-on supervisory construction experience.
CSTs shall have completed training and be certified either through attending the Department of State (DOS) or USIS CST training course
