EXPERIENCE AND SKILLS REQUIRED

CRI Advantage is looking for a consultant who has experience preparing and writing feasibility study reports by enabling them to conduct an in-depth technical Needs Assessment at the Nevada Department of Education (NDE) and other state agencies to determine current system configurations and platforms, data elements to be exchanged or linked, barriers that may need to be removed to establish a statewide SLDS and facilitate the exchange of data necessary to assign individuals a unique state personal identifier and exchange data for cross-agency research and reporting. Assignment is estimated at 5 months.

Consultant must:

Possess excellent verbal and written communication skills;

Be proactive and timely in the delivery of products;

Be able to gather requirements by interviewing customer’s;

Be able to present the findings by preparing clear and concise written instructions to audiences with varying levels of understanding;

Be good in documenting the findings and creating reports;

Be able to run meetings;

Be proficient at evaluating systems, reviewing existing systems, programs and operations and providing recommendations;

Have experience with defining and documenting functional and non-functional requirements, dissecting high-level information into details and be able to communicate details in a manner understood by relevant audiences; analyze and evaluate data and information to formulate conclusions and courses of action;

Be flexible to adapt to changes in priorities, work assignments and other interactions;

Have a strong analytical, problem solving skills, business and system analysis skills; and

Be able to collaborate with the Project Manager on tasks related to the planning, scheduling and coordination of project activities.

Knowledge/Expertise

Knowledge and experience of cross agency system involving longitudinal data systems and data integration on both the technical and administrative levels;

Experience coordinating work among multiple State agencies and disparate systems;

Experience preparing and writing feasibility study reports by conducting an in-depth needs assessment of agency systems used by multiple agencies/departments for matching individuals and possible creation and assignment of unique id;

Experience documenting the technology infrastructure of agencies/departments and business requirements for making technology recommendations and cost estimates; and

Experience or familiarity with Educational Longitudinal Data Systems and/or Workforce Data Systems.

Applications/Tools

Expertise in Microsoft products including MS Visio, MS Project, Word, Excel, SharePoint;

Strong experience with large-scale database applications like MSSQL Server and/or ORACLE;

Familiarity with standard concepts, practices and procedures within the domain of data warehousing, business intelligence and secure data exchange;

Experience with cross platform data exchange systems; and

Experience with business modeling tools, process and workflow modeling, creating system flow diagrams.

Analysis

Experience in evaluating systems, reviewing existing systems, programs and operations and providing recommendations;

Experience in researching and analyzing alternative solutions;

Able to analyze and evaluate data and information to formulate conclusions and courses of action;

Ability to define and document functional and non-functional requirements, dissect high-level information into details and be able to communicate details in a manner understood by relevant audiences; and

Analyze situations quickly and objectively and determine a proper course of action; use appropriate independent judgment to make decisions of a technical, management and/or administrative nature in support of agencies goals and objectives.

Communication

Communicate effectively both verbally and in writing to audiences of various social, cultural, ethnic, educational and economic backgrounds with diverse technical levels;

Ability to maintain productive working relationships across organizational boundaries;

Ability to effectively persuade, inform, educate, train, solicit information, motivate and direct a wide variety of individuals and groups; and

Understand and follow both written and verbal instructions.

Effectively plan, develop, and create feasibility study reports by conducting an in-depth needs assessment of a cross agency system used by multiple agencies/departments
