The City and County of Denver's Business Management Services administrative is seeking qualified candidates for the position of Contract Compliance Coordinator. This individual will act as an onsite representative at Denver International Airport (DIA).

The Contract Compliance Coordinator will ensure that all contractors are in compliance with City contract policies and procedures. We need an individual with excellent Customer Service who is also a detail oriented individual to be responsible for the simultaneous coordination of procuring contracts, conducting audits, and ensuring payments to contractors and consultants. The Contract Compliance Coordinator will ensure that project managers, supervisors adhere to Aviation Departmental and contractual policies and procedures.

Job Responsibilities:
Contract Administration and Compliance: Ensuring adherence to strict prompt pay timeliness while ensuring accuracy and quality of work.
Monitoring over 200 construction and professional services contracts.
Maintain positive, proactive communication and required action through the entire contract management process. This includes prior to beginning the process, during the process, following the process and planning for starting the process again as required.
Develops, implements and participates in Quality Assurance (QA) projects and initiatives to monitor, improve and enhance contracting processes.
Develops, maintains and manages reports, narratives, information databases and required contract documentation.
Review process, forms and procedures for contract procurement with supervisor, monthly. Communicate with project managers, attorneys, risk managements, finance and public for suggestions and advise as necessary for contract procurement process.
Analyze researched data and provide status reports and follow up on missed deadlines. Prepare forms and correspondence to ensure a seamless flow of the contracting process. Maintain complex automated contract system. Responsible for the operational management of assigned contracts beyond contract expiration, including processing invoices while maintaining logical and easily retrievable files for the purpose of responding to requests for information by auditors, airport legal, and other divisions/entities as needed. Coordinate and assist in the maintenance of management reports by ensuring accurate and timely updated data. Based on unit process documentation, apply LEAN methodologies to a minimum of (3) three areas within the department identifying and eliminating waste, resulting in a more efficient and value-added process. Interprets specifications, clarifies scope of work with project manager, act as liaison throughout process and assist in the coordination of completeness and accuracy of contracts from inception to execution (RFP, RFQ, IFB, PO, SOQ, Sole Source, Grants). Control, monitor and ensure that procurements are responsive to Aviation needs. Review drafts of contractual documents for accuracy prior to signature. Make recommendations as required. Liaison between city agencies, project managers and contract personnel. Ensure ongoing contract compliance with the prompt pay ordinance, contract billing terms and invoicing procedures, bonds, insurance, subcontractor payments, and contractor/consultant non-conformance.

Responsible for withholding and releasing moneys in an accurate and timely manner with regards to the above areas of compliance, as well as upon request from applicable divisions and City agencies.

Education Requirement:
Bachelor's Degree in Business Administration, Public Administration, Construction Management or a related field.

Experience Requirement:
Two years of paraprofessional or technical experience evaluating contracts for compliance with standards driven by some combination of service, performance, and financial criteria.

Education/Experience Equivalency:
A combination of appropriate education and experience may be substituted for the minimum education and experience requirements on a one to one basis. For example, without a Bachelor's degree you would need 6 years of experience to substitute for the 4 year degree and 2 years experience requirement.

Preferred Qualifications :
The ability to coordinate functions, programs or projects in various stages of completion. An ability to train project managers and contractors on program requirements. Ability to do statistical compilations and investigate variances. Ability to speak clearly and communicate one-on-one, in small groups and to make presentations; to facilitate meetings, to listen actively, to persuade others to accept recommendations. Excellent grammar, punctuation, spelling, style with the ability to read and write reports. Experience with MS Office applications. Advanced proficiency with standard computer spreadsheets, word processing, database management and accounting and administration software. Ability to understand construction and professional services contractual terminology. Decision making and problem solving ability. Ability to be detail oriented, ensure accuracy and ensure deadlines are met. Ability to be organized and work on multiple contracts in a fast paced environment. Ability to maintain confidentiality Work in a team environment. Additional Information:
FBI Criminal Background Check required : an FBI criminal background check is required for all positions at Denver International Airport (DIA). Employees are also required to report any felony conviction and/or moving violations to maintain this clearance / be eligible for continued employment. A pre-employment drug test will be required and a physical may be required, by position.
