Job Summary: The selected candidate will be responsible for handling the legal, process, procurement and administrative aspects of projects. Will be the liaison between finance/cost accounting and project development and execution teams. Will work with clients and project development teams to develop bid packages and issue POs/ subcontract agreements that comply with Federal and State-sanctioned programs.
Essential Duties and Responsibilities:
•Conduct job financial reviews with Project Managers to ensure cost and schedule performance.
•Review bid packages for clients and subcontractors.
Ensure TES-issued contracts comply with Federal and State-sanctioned programs’ requirements
•Award contracts to subcontractors; award contract reviews.
•Book ECMs within Federal and State energy programs requirements, schedule, manage cash flow on projects, and ensure billing is done in a timely manner.
•Write monthly financial summary for large BAS and construction projects.
•Provide a monthly assessment and risk analysis of jobs. Create corrective action plan as needed.
•Create and implement detailed processes to improve client satisfaction and project profitability, and create measureable milestones to better gauge job status. Manage job performance.
•Ensure company safety policies are being followed on job sites.
•Establish and improve phases of managing projects to increase profitability by at least 3%
•Improve financial estimates to reduce contingency to 1%
•Improve procurement process (selecting and buying) to reduce costs by 5%
•Reduce amount of rework and rebidding to reduce implementation costs by 5%
•Increase timeliness of job completion within 30 days of original estimated completion date
•Improve booking to completion times and turnover process to within 30 days of original estimated dates
•Prioritizes workload and request to ensure client, subcontractors, and employee satisfaction are delivered.
•Establish and maintain effective working relationships with co-workers, supervisors and the general public.
•Maintain regular consistent and professional attendance, punctuality, personal appearance, and adherence to relevant health & safety procedures.
•Pursue personal development of skills and knowledge necessary for the effective performance of the role. Attend training and to develop relevant knowledge, techniques and skills.
•Adhere to health and safety policy, and other requirements relating to care of equipment.
•Other responsibilities as required.
Education and Experience:
Bachelor’s degree required, MBA preferred. Ten years relevant experience in the HVAC industry, Energy Services industry, construction management, or engineering firm required. CEM or similar Energy certification preferred. PMP Certification and Procurement certification preferred. Familiarity with energy incentive programs preferred, especially New Jersey energy and public procurement law. Experience in Construction Management and project bidding required in NJ. Must have a strong financial background.
Must be a technical problem solver. Must have a high sense of urgency and be able to flourish in a fast-paced environment. Must be able to coordinate and oversee multiple projects. Must be able to work with clients and be team-oriented. Must be able to delegate in an authoritative manner. Must be able to lead and influence others; must be authoritative. Must be able to multi-task, openly communicate and work well with others. Must be extremely detail-oriented. The ideal candidate will be self-driven with a clear focus on high quality and business profit.
This position requires local travel to jobsites between Pennsylvania and New Jersey. Must have a valid driver’s license. Must be able to work extended hours when required.
