This position is open only to:

(1) Current Montgomery County Government employees;

(2) Montgomery County employees who were affected by reduction-in-force and currently have RIF priority rights;

(3) Active Montgomery County local fire and rescue department volunteers with at least 50 points under the length of service award program; or
(4) Active Customized Employment Public Interns, QUEST Interns, Project SEARCH Interns or former Customized Employment Public Interns, QUEST Interns, or Project SEARCH Interns within 24 months of completion of internship.

This recruitment will establish an eligible list to fill current and future vacancies.

Position may be under-filled at the Correctional Specialist I, Grade 19 level, Salary: $42,883 - $70,773

This position is assigned to the Pre-Trial Services Division, Intervention Program for Substance Abusers. Duties will include, but not be limited to: primary case management of defendants referred for diversion by

the Office of the State's Attorney, review of defendant records for program eligibility, assessment of defendants for placement into substance abuse education or treatment, making referrals to appropriate community resources, monitoring of defendant progress and participation in the program including drug test results, completion of community service hours, participation in education or treatment, and payment of fees, teaching a structured curriculum of drug education classes, individual, crisis, and milieu counseling, drug testing of offenders, and data entry of defendant contacts and information, preparation of individual reports and memoranda to the State's Attorney's office regarding client status on the program.

Working hours are as follows: Monday 11:00 a.m. to 7:30 p.m., Tuesday, Wednesday and Friday, 8:30 a.m. to 5:00 p.m. and Thursday 9:00 a.m. to 5:30 p.m. - a Compressed Schedule may also be available.

Prior to appointment, all applicants must successfully complete a comprehensive background investigation, psychological evaluation, medical examination and drug/alcohol screen.

Generally, the position is covered by the Employee's Retirement System, Group EK. If the successful candidate(s) is an internal employee, retirement plan coverage will be determined at the time the job offer is made

Selected candidate must successfully complete the Maryland Correctional Training Academy Entry-Level Program and possess a Certificate of successful completion within 12 months or hire. Must maintain and successfully complete addition State-mandated and Departmental Correctional training as required.

Minimum Qualifications

If Filled as a Correctional Specialist II:

Experience: Two (2) years of full time satisfactory experience in community based corrections or in other human services work emphasizing treatment/counseling.

Education: Possession of a Bachelor's degree from an accredited college or

University. Equivalency: Excess education may be substituted for required experience, but excess experience may not be substituted for the Bachelor's degree as the educational requirement is stipulated by

the Maryland State Training Commission.

If filled as a Correctional Specialist I:

Experience : One (1) year of full time satisfactory experience in community based corrections or in other human services work emphasizing treatment/counseling.
Education : Possession of a Bachelor's degree from an accredited college or university.
Equivalency: Excess education may be substituted for required experience, but excess experience may not be substituted for the Bachelor's Degree, as the educational requirement is stipulated by the Maryland.

Citizenship and Age: Individuals appointed to this position must be at least 21 years of age on the date of appointment, and be either a citizen of the United States or resident alien.

PLEASE ADDRESS THE FOLLOWING PREFERRED CRITERIA:

  • Experience in substance abuse assessments and addictions counseling.
  • Experience working within a criminal justice system.
  • Experience in linking community resources for substance abuse treatment, mental health counseling, and community service work.
  • Experience facilitating and presenting an educational curriculum for substance abusers.
  • Experience working with persons of demonstrated anti-social behavior.
  • Experience and functional competency working with Microsoft Office Suite or other software with emphasis on word processing and spreadsheet applications.

All applicants who meet minimum qualifications will be reviewed and rated by subject matter experts based on the Preferred Criteria. Based on the results of Preferred Criteria evaluation, applicants will be rated and placed on the Eligible List as either "Qualified" or "Well Qualified." The highest rated applicants will be placed on the Eligible List and may be considered for interview. Employees meeting minimum qualifications who are same grade or higher will be placed on Eligible List as a "Transfer" candidate and may be considered for interview. Note: In the event there are 5 or less minimally qualified candidates, all will be placed on the Eligible List as Qualified and will be interviewed.
