SBM Offshore is currently recruiting for a Cost Analyst/Engineer Manager. The purpose of this position is to manage the cost analyst/ engineer department and assist the Project Controls Department Manager in the management and coordination of all cost-related aspects of all SBM Offshore Projects and Project Cost Department functions.
The position requires a detailed level of technical knowledge in a broad variety of cost analyst functions in order to improve and streamline processes. This includes commercial, technical, fabrication and cost considerations during day to day Operations of SBM Offshore Project Controls Department. This hands on manager's work is to be performed in such a manner as to maximize revenue (minimize cost) to SBM Offshore, while providing value and quality products and services to all customers.
Direct and manage the cost analyst functions to ensure timely and accurate preparation of reporting. Management and coordination of all cost control tasks and provides project execution strategy input (utilizing and supervising the assigned Projects senior cost analyst, junior cost analyst and project cost analyst as necessary).
Assists the Project Controls Department Managers in all cost aspects of administering contracts.
Reviews and provides analysis of engineering, vendor and sub-contractor’s resource budgets and forecasts.
Coordinates with department and project scheduling activities, providing input to planning efforts and using output from schedule to administer cost control functions.
Coordinates with project team (engineering, operations) on all cost control activities. Standardize and improve the quality of the reporting processes.
Provides cost input and assists the Project Controls Department Manager in the preparation of reports internal requirements (i.e. dashboard, bi-weekly operations, etc.) and gathers input from project teams accordingly.
Coordinates with Project Control Department Manager to insure roles and responsibilities for the different Cost Groups are adhered and the working relationships are open and team oriented.
Oversees and reviews Work Breakdown Structure (WBS) and Activity Breakdown Structure (ABS) development and structure. Provide Training to Project Teams in the proper use of WBS, ABS and COA (Code of Accounts).
Ensures that Booking Codes meet the SBM Offshore requirements. Ensures that the CPM Network meets requirements of contract and project manager
Oversee that Projects Change Control Processes meet SBM Offshore procedures.
May evaluate bid packages with Package Managers and Project Cost Team.
Review and coordinates Overall Department Cost reporting requirements.
Trains, mentors and tutors SBM employees and Project Controls Group in all aspects of cost control.
All other tasks and duties as assigned by SBM Offshore Group Management.
The qualified candidate will have a bachelor’s degree 10-15 years’ Cost Engineering experience on large projects in marine, petrochemical or offshore estimating and cost control as well as significant managerial experience.
