Bachelor’s degree required, preferably in math, engineering, business, or the sciences.
YEARS OF RELEVANT EXPERIENCE:
The position requires two equivalent years of experience in analysis and technical management.
Candidates must have two to six equivalent years of experience in cost estimating and analysis, preferably with the Navy or a comparable Department of Defense (DoD) agency. DoD acquisition experience is a plus. Three semester hours of calculus and 21 semester hours of course work in operations research, economics, math, chemistry, physics, or other sciences where there is utilization of advanced math (e.g., geometry, trigonometry, statistics, probability, and/or quantitative analysis) are highly desired. Familiarity with SPAWAR or equivalent Navy acquisition programs and processes and certification in cost estimating by a recognized professional society/educational organization (career field specific DAWIA Level II or OMI) is also highly desired.
The ideal candidates will have a working knowledge and hands-on experience with collecting and normalizing data, developing cost estimating relationships and cost methodologies, building cost models, applying inflation, phasing estimating, and documenting all results. MS Office Suite proficiency, strong communication skills, and the ability to work well in a fast paced environment are required. Knowledge and experience with ACEIT is preferred.
The ability to obtain and maintain a security clearance is required.
Individuals will perform a wide variety of cost and economic analyses/estimating/engineering studies for the Navy SPAWAR organization. Work will include parametric cost estimating, life cycle cost analysis, cost estimating relationships and model development, cost risk analysis, performance measurement (earned value), project forecasting and risk assessment, cost-benefit analysis, and software cost estimating.
