DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Manages and directs managers, reviews operations, and may establish objectives within the Building Inspection or Plan Review group as assigned. Establishes policies, procedures, guidelines and project schedules for the various sections in the group. Coordinates the preparation, implementation and monitoring of the operating budget and the group's expenditures. Acts as liaison to other departments, government agencies and the private sector for issues relating to the building inspection process. Develops and interprets various codes, ordinances and specifications related to the building inspection process. Manages trains, develops, counsels and evaluates staff performance.
This position is physically comfortable; the individual has discretion about walking, standing, etc.
This is a Department of Public Works & Engineering Emergency Management position at the Tier II Level.
MINIMUM EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Public Administration, or a closely related field.
MINIMUM EXPERIENCE REQUIREMENTS
Seven (7) years of progressively more complex/responsible administrative experience are required, with at least three of the years in a supervisory capacity
A Master's degree in Business Administration, Public Administration or a field closely related to the work being performed may be substituted for two years experience.
MINIMUM LICENSE REQUIREMENTS
Must have valid Driver's License and compliance with the City of Houston policy on driving (A.P. 2-2).
Preference will be given to applicants with code certification from the International Code Council or equivalent body. Candidates with general expertise in building inspection concepts, methods and practices gained from relevant work experience equal to the minimum education requirement are encouraged to apply.
Preference shall be given to eligible veteran applicants provided such persons possess the qualification necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
