The DIN-PACS (Digital Picture and Archiving Communications Systems) Administrator shall provide administrative support services to maintain the infrastructure of the DIN-PACS, QS Fetal monitoring system, Audiology (DOEHRS), Essentris integration systems located at Bassett Army Community Hospital (BACH) and outlying clinics.

Essential Duties and Responsibilities

1. Create and maintain DINPACS system databases, system folders, exam procedures, procedure groups, display protocols, system users, referring physicians, departments, patient files, and various informational queries.

2. Perform daily system maintenance for DINPACS and all associated components through full and incremental backups, monitoring Sybase procedures and correcting system errors; monitoring exam status vs. CHCS status, worklist exam creation and routing; monitor Web-Link, MedWeb, and Tele-Radiology servers operation; monitor and maintain CHCS interface, Radiological Information server, and External Records Interface server; monitor exam archival and retrieval; perform daily service and maintenance scripts; interpret errors and anomalies and design and perform corrective actions.

3. Diagnose technical failures by performing daily quality control procedures for unread, unspecified exams, verified, transcribed, and completed status.

4. Perform monthly clinical and diagnostic workstation conformance in accordance with manufacturer’s and ACR (American College of Radiology) standards for general image quality, active area size, positioning and geometry, black level and brightness, luminance uniformity, and geometric linearity. The Contractor shall perform internal adjustments or monitor replacement as required.

5. Collect and analyze data to prepare monthly scatter gram of Computerized Radiography examination sensitivity values for specific exam procedure groups. The Contractor shall recommend steps to USA MEDDAC-AK and Eielson Air Force Base (EAFB) radiology for correcting high or low values.

6. Maintain a daily working log of all maintenance/service performed, to include emergency calls outside the standard duty day. The log will be submitted to the COR by close of business (COB) on the last day of the week.

7. Perform quarterly verification of MEDDAC-AK digitizer for optical density conformance and variance. The Contractor shall perform adjustments and corrections as required.

8. Perform semiannual verification of Computerized Radiography readers within USA MEDDAC-AK, Kamish, and EAFB for manufacturer’s and ACR compliance for exposure, sensitivity, density stability, uniformity, and jitters and resolution.

9. Other duties may be assigned.

Supervision

This position does not have supervisor responsibility.

Minimum Qualifications

Education and/or Experience

1. BS in electronics from an accredited university; or 4 years experience with a strong electronics background.

2. Five years experience working in the administration, design, and implementation of cross platform network environments, incorporating DOS, Windows 3.X-XP, Novell, UNIX, Linux, and Macintosh workstations and servers with thick, thin, and telnet (serial) clients.

3. Five years working with technology users and managers in a support role.

4. Aware of and experienced in dealing with network security issues and technologies.

5. Extensive experience and proficiency in PC through server class hardware implementation, troubleshooting and repair, including hardware / firmware upgrades, and component level board repair.

6. Experience and proficiency in desktop support issues, troubleshooting and repair of software systems, virus removal and data recovery techniques.

Computer Skills

1. Microsoft Word, Excel, and Power Point.

2. At least 2 years experience in software and database engineering, with a strong familiarity with SQL and database structures.

3. Training and proficiency in the operation and administration of GE Centricity PACS installations with at least two years experience working with GE Centricity PACS in a systems administration role.

4. Experience and proficiency in the maintenance and repair of PACS equipment, including PACS database servers (ISU), web servers, modality interface units, archive controllers, HL7 broker interfaces, QC / diagnostic workstations, MOD archive units, and other related equipment.

5. Extensive experience and proficiency in PC through server class hardware implementation, troubleshooting and repair, including hardware / firmware upgrades, and component level board repair.

6. Experience and proficiency in the maintenance and repair of medical digital imaging equipment, including dry imagers, digitizers, system interfaces by 3M, Kodak, Fuji, Dejarnette, and GE, miscellaneous DICOM acquisition and communications equipment.

7. Experience level should be at least five years working in the administration, design, and implementation of cross platform network environments, incorporating DOS, Windows 3.X-XP, Novell, UNIX, Linux, and Macintosh workstations and servers with thick, thin, and telnet (serial) clients.

Certificates, Licenses, Registrations, Clearance:
Possess a State of Alaska business license for information management administration services.
