Leads, directs & resources engineering & capital project team workstreams, coordinates interactions & ensures timely & optimal execution of related projects. Provides capital project oversight, project portfolio control & site project governance over an approximately $300 Million capital program. Accountable for all design, construction, commissioning & equipment procurement related activities. Develops integrated, detailed plans for executing projects & budget & assures that plans meet critical milestones & project objective. Communicates regularly to key stakeholders, site management & the Executive Director, Biologics Network Strategy. Collaborates & aligns with the Project Management Office PMO) for reporting, project prioritization, issue escalation & resolution. Fosters high performance teamwork & establishes strong working relationships with key stakeholders. Manages & develops a staff of project managers & contract staff to drive consistent project execution. Implements capital project management methodology, training requirements & tools. Coordinates across projects to identify & implement best practices to drive simplification, standardization & productivity. Manages a central repository for all project artifacts, project plans, schedules, deliverables, & process documents. Accountable for all design, construction, commissioning & related project work completed in compliance with all regulatory requirements including, Quality (cGLP/GMP’s), EHS, Global Engineering, design & construction directives, requirements & procedures, as well as all local

Federal regulatory requirements. Accountable for project scope to ensure delivery of assets as endorsed by PMO to meet business objectives. This position will supervise 2 or more Project Managers, as well as temporary engineering contracted/secondary staff. Able to identify/anticipate problems or constraints & recommend an on time course of action. Resolve complex resource, logistical & technical problems that occur during design, construction & installation of equipment, new technology & start-up of multiple facilities. Makes recommendations/decisions consistent with priorities, delivering results, driving for continuous innovation & demonstrating principled leadership skills. Evaluates diverse alternatives & recommend the best alternative. Responsible for Budget & Capital expense approval limited authority (GOA). Responsible for managing & directing all capital program realization & engineering related to projects.

Qualifications

BS in Engineering, Construction Management or Science. Twenty (20) years of experience leading capital projects, engineering organizations or large teams. Eight (8) years in a Drug Substance/Product Bio-Pharmaceutical or Medical Devices Industry. Financial experience & responsibility for a project or project portfolio exceeding $100MM. Seasoned professional & experience in Project Management Practices. Technical skills including Project Management (planning, scheduling, budgeting, controlling & reporting). Experienced with Complex Integrated Scheduling to deliver infrastructure, facilities & process equipment. Strong engineering design, construction, commissioning & procurement experience. Strong project Environmental Health & Safety culture. Strong business sense, understanding of & capability to support both financial & quality objectives. Ability to plan work schedules & set & adjust priorities with urgency & meet deadlines within a complex, rapidly changing environment. Ability to determine project/assignment requirements by breaking them down into tasks & identifying resources needed. Working knowledge of Pharmaceutical & Industry Regulations (cGMP/cGLP, OSHA, EPA/EQB). Willing to work irregular hours, weekends & holidays. Limited exposure to Bio-Pharmaceutical Small Scale Manufacturing & Laboratory areas. Frequent exposure to construction field activities. 15 - 20% travel required.
