The work involves providing day to day oversight of personnel, fiscal and program management for the Inpatient, Home and Outpatient Units and Programs at the Erie County Medical Center Corporation. The incumbent assesses, plans, implements and evaluates the cost-effective and timely delivery of health care services. The work is performed under the direct supervision of the Vice President of Transplantation and Renal Care. Supervision is exercised over a number of administrative, clinical, technical and clerical staff. Does related work as required.
TYPICAL WORK ACTIVITIES:
Oversees operations of designated areas to ensure optimal department functioning, including, but not limited to minimizing operating cost, maintaining adequate staffing and managing supply utilization;
Oversees and coordinates the activities of professional, technical and support staff of the Hemodialysis units including inpatient and outpatient services;
Oversees the delivery of patient care in a designated unit(s);
Makes recommendations for the formulation of patient care standards;
Directs the overall professional practice of nursing, including, but not limited to assessment, care planning and health teaching;
Coordinates patient care activities and nursing activities with those of other disciplines and departments;
Assists with the completion of budget and reviews variances with supervisor;
Serves as a resource person to nursing personnel and students;
Evaluates productivity and makes recommendations for the development of productivity standards;
Participates in resolving patient specific financial issues;
Oversees provider scheduling, billing and charge procedures; recommends initiatives to enhance revenue;
Participates in interviewing and hiring, completes evaluations, approves overtime, monitors time and attendance, conducts staff meetings, identifies educational needs and job performance issues and ensures technical competency of transplant staff;
Provides supporting evaluation feedback for indirect reporting personnel supporting the defined service areas;
Develops and implements staff orientation plans and completes required orientation documentation;
Attends various meetings.
FULL PERFORMANACE KNOWLEDGE, SKILLS, ABILITITES AND PERSONAL CHARACTERISTICS: Through knowledge of modern healthcare administration and management principles, procedures and techniques used in providing care to patients of renal services; good knowledge of dialysis standards as outlined by the Joint Commission and New York State Health Department; working knowledge of healthcare budget management; ability to coordinate and supervise the activities of a hemodialysis center; ability to communicate effectively, both orally and in writing; ability to manage multiple priorities and projects; ability to deal effectively with a diversified public; ability to prepare and analyze reports; tact; dependability; patience; sound professional judgment; physically capable of performing the essential functions of the position with or without reasonable accommodation.
A) Graduation from a regionally accredited or New York State registered college or university with a Master’s Degree in Nursing, Business, Human Services, Public Health or closely related field and two (2) years of administrative experience, one (1) year of which was in dialysis or renal related services; or
B) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree in Nursing, Business, Human Services, Public Health or closely related field and four (4) years of administrative experience, one (1) year of which was in dialysis or renal related services.
Possession of a license and current registration to practice as a Registered Profession Nurse in New York State at time of appointment.
NOTE: Verifiable part-time and/or volunteer experience will be pro-rated towards meeting the full-time experience requirement.
