The Data Architect position will be in support of the Pacific Joint Information Technology Center (Pacific JITC) in Maui, Hawaii or Honolulu, Hawaii (see Location below). The position requires the ability to obtain and maintain a security clearance, and a signed confidentiality agreement.

The Pacific Joint Information Technology Center (Pacific JITC) is the Military Health System (MHS) recognized center for research studies, proof of concept demonstrations and prototyping of Information Management/Information Technology (IM/IT) products and services to support Department of Defense (DoD) medical readiness requirements and IT modernization needs across the medical continuum of care. Pacific JITC’s mission is the following:

“To rapidly research, test and develop warfighter medical solutions and products, through pilots or prototypes that provide mission critical value and actionable information to the DoD, including the Services, Combatant Commanders, and the Department of Veterans Affairs (VA).”

The Data Architect will participate actively in the design and optimization of the clinical information system as related to clinical data elements. The successful candidate will analyze the clinical data, developing advanced visualizations, and interacting with clinical staff to empower meaningful improvements to the government customers’ clinical systems. This role will facilitate the understanding and use of clinical data to optimize clinical processes in order to enhance clinical outcomes and requires an in-depth understanding of coding systems, medical terminology, clinical operations and regulations.

Responsibilities and tasks include:
Working with clinical information system modules such as orders and documentation.

Reviewing of operational and clinical goals and requirements.

Assisting in the formulation of clinical data requirements incorporating regulations and coding guidelines.

The mining of clinical data and representing clinical data in an optimal manner for a clinical audience.

Performing of analyses that ensure established requirements are met

Understanding and implementing client, project, and security requirements

Ensuring project deliverables comply with team and organizational standards and principles

Performs a thought leadership role in the areas of enterprise data modeling, data access, data integration, data base design and implementation

Defines the strategy roadmap for enterprise data modeling, implementation and data management. This includes setting vision, gathering requirements, gaining business consensus, performing vendor and product evaluations, mentoring, training and documentation

Balance short-term versus long-term actions, strategic versus tactical requirements, while continuing to move forward towards the strategic vision.

Provides standards and guidelines for the designing, tuning, deploying and maintaining of data models and/or physical databases

Designs and creates data architectures and collaborates with peers culminating into flexible end state solutions that can evolve with future business needs, satisfying a diverse set of needs including: OLTP, reporting, free text searches, mining, and warehousing

Assists in the development of recommendations around data access, data retention and data security

Define meta-data checklists and requirements to be met at the project level and to be included in project plans.

Provide support on use of common enterprise information models and promote their use and enhancement by new projects.

Works with product vendors and other team members across the enterprise to analyze and recommend solutions using/implementing meta-data management processes.

Participates in solution road-map discussions and identify key areas for improvement

BS/BA or Masters Degree in Engineering, Computer Science or equivalent education/experience. MS in CS or IS preferred with emphasis on data architectures, modeling or db design

8+ years’ experience required in data modeling, DBA. Expert level of programming, design, and analysis required. 3+ years of experience required as Senior Analyst, Architect or equivalent data technology leadership position

The clinical data analyst must understand data in the context of clinical process and workflow

Proven track record in implementing enterprise meta-data management processes and tools and for managing meta-data for decision-support and operational systems.

Experience with researching new and emerging technologies to realize development or product cost efficiencies

Experience with development and enforcement of standards and guidelines for database design and access

Experience working in heterogeneous database implementations (MS SQL, Oracle, PostGres, MySQL) is desired

Recognized industry certifications related to Data Modeling & DBA such as CDMP and MCA-SQL are highly desirable
