The purpose of this position is to oversee management control systems for operations budget and forecast processes which are used to fund operations and promote efficiencies in operating performance and expense allocation.
Analyze and report on the annual operating budget. Perform a monthly reconciliation of the actual to budget performance. This includes but is not limited to:
Analyze, review, correct and report on payroll expense causality and allocation.
Analyze, review, correct and report on non-payroll expense and allocation.
Develop and administer the energy budget.
Analyze report and coordinate position control for positions authorized by the operating and capital budgets.
Establish and maintain a cooperative network of senior and mid-level staff to facilitate /streamline the gathering of current information.
Assist in the development and implement special management control projects that are used to promote operating performance and expense efficiencies. These include but are not limited to:
Develop and produce the annual report on carbon emissions.
Manage and coordinate joint service agreements between Metro-North and Amtrak, CSX, NS and the D&H.
Act as the primary liaison with the FTA to satisfy statutory reporting requirements covering traction power, car miles, and vehicle inventory and energy consumption.
Select, develop, and motivate personnel to ensure timely, quality .analysis and reporting.
Oversee some of the activities of the Operations Budgets Department which includes but is not limited to; manage a number of centralized contractual services such as pest control, refuse and recycling services and court reporting. Oversee the external utility service providers to; establish new accounts, cancel old accounts, monitor actual versus estimated readings, track utility usage and monitor overall expenses.
Excellent working knowledge of finance and financial systems, including payroll, general ledger, budgets, contracts, accounts receivable and accounts payable financial systems.
Expert management analytical skills for unit costing, variance analysis, cost benefit analysis and statistical cost allocations.
Strong oral and written communication skills.
Excellent working knowledge of Microsoft Office and/or comparable applications.
Must be able to work in a high-profile/high-pressure environment.

Bachelor's Degree in Business, Accounting, Financial management or related field and a minimum of seven years in an increasingly responsible complex management role in the field of financial analysis and budget development and controls.
Minimum 5 years' experience managing a diverse group of people.
Familiarity with Metro-North Financial Systems
Familiarity with a transportation operation, preferably a railroad.
Master's Degree business, accounting, financial management or related field.
This position has been designated as a 'policy maker' pursuant to the New Your State Public Officers Law and the MTA Code of Ethics. As such, you will be required to complete a Financial Disclosure Statement (FDS) that will be provided to you by the New York State Joint Commission on Public Ethics. For applicants who are current employees, you must be in active service and have worked in your present position for at least one (1) year to be eligible to apply for a posted position, and have completed the agreed upon formal training commitment, plus on-the-job training, if applicable (for example: Signal Trainee, Foreman-In-Training, etc.) in order to be eligible to transfer. If you are transferred, you may be required to forfeit your seniority in your present occupation. In addition, Metro-North employees are subjected to an internal investigation, which includes an evaluation of their safety and discipline records, their performance assessments, and of their time and attendance records (including early quits and late starts) for the preceding 30 months. During the 30 month review period, the maximum number of occurrences allowed is 15, and the maximum number of patterns allowed is 8. (An "occurrence" is any absence or consecutive absences of four or more hours, and a "pattern" is an absence preceding or following rest days, holidays, vacation days, etc.) For employees with fewer than 30 months of service, the entire period of their employment is reviewed, and the maximum allowable number of incidents is pro-rated. Absences excused in accordance with Company Operating Procedures are not included for purposes of assessing whether attendance is satisfactory. If occurrences and/or patterns exceed the maximums allowed, the employee's attendance is deemed unsatisfactory, and he or she is disqualified from further consideration, even if he or she has not been previously warned about his/her attendance.
