Support DoD Center of Excellence to execute program evaluations and document outcome results related to DoD PH/TBI clinical and non-clinical programs. Support includes:
  • Lead initiatives and activities associated with DCoE’s response to Program Evaluation directives
  • Establish/Refine a streamlined rapid evaluation protocol to determine the outcome and impact for DoD’s PH and TBI, and Resilience and Prevention (R&P) programs through evidence based evaluation.
  • Establish guidelines and conduct training for all PH/TBI program components in an effort to adopt a common standard for rapid program evaluation activities
  • Develop Integrated DoD Strategic Plan for PH/TBI Program Evaluation
  • Support execution of program evaluations and outcome reports
  • Develop and implement change management plan and conduct related activities (i.e., training/education, Business Process Re-Engineering)
  • Evaluate the cost effectiveness of individual PH, TBI, and R&P programs, and identify opportunities for replication or redirection of programming based on new areas of need.
  • Conduct research, interviews, focus groups, and other methods to analyze PH/TBI program challenges and needs

Required Skills:
  • Knowledge/ability of existing best practices and lessons learned from relevant other DoD and federal agencies in program evaluation planning and implementation.
  • Knowledge of healthcare operations and services
  • Ability to consult and collaborate with military healthcare providers, researchers, and policy makers
  • Demonstrated experience and ability to analyze existing and potential information from a wide variety of sources
  • Strong public speaking skills, communication, and consultation skills, and ability to work with diverse policy makers, clinicians, and large working groups
  • Desire and skill to work as member of an interdisciplinary team
  • Ability to consult and collaborate with military healthcare providers, researchers, and policy makers
  • Effectively lead teams in a multi-work stream environment

Required Experience:
