Responsible for identifying, developing and delivering supply management solutions that best meet strategic business requirements to ensure optimization of the total cost of acquisition of goods and services, mitigation of risk, reduction in associated process/transaction costs, meeting operational requirements and creation of unique competitive advantages for Sempra U.S. Gas & Power in compliance with policies and procedures.
Serves as a supply management expert for the business units. Demonstrates a deep understanding of business unit strategy and business requirements; forms alliances with in-house customers; develops and implements continuous improvement ideas. Partners with all levels of management in US and Mexico to gain support and commitment for the implementation of new ways of ordering and receiving materials and ensures that user material and service needs are being met on time. Partners with the business units in forecasting needs and negotiating procurement terms. Solicits and/or implements national pricing agreements for materials and services; provides details of agreements to the business units; ensures the best possible pricing. Guides Sempra U.S. Gas & Power in its outsourcing efforts as it seeks alternative ways to competitively provide services to customers. Assists with supplier evaluations and selection processes and leads when necessary (i.e., dependent on requirements of the individual business unit or corporate organization); provides vendor referral services to the business units; develops and maintains a recognized vendor database for emergency response and referral services. Develops and manages successful relationships and alliances with suppliers of goods and services that improve the quality and service levels at a lower total costs; monitors supplier and service provider performance. Identifies and assesses new opportunities to capitalize on supply management developments; provides supply management intelligence and insights proactively; serves as change agent for the improvement of procurement practices. Develops strategies to capture both supply side and demand side opportunities. Establishes strategy and goals for training and professional development. Supervises and develops procurement personnel, including: procurement managers and contracting agents. Reinforces a purchasing culture in Sempra U.S. Gas & Power that purchases are analyzed on a total cost, not lowest initial price basis that considers contractual risk management quality and investment recovery implications of goods; ensures compliance with all applicable procurement policies and procedures.

Education - Bachelor's degree in business administration, accounting or engineering required; MBA or equivalent background is preferred. CPM and/or MCIPS certification desired.
Experience – Solid background in logistics and supplier management with a minimum of 10 years experience; experience in supervising procurement activities; experience in energy industry is preferred; experience with procurement practices in Mexico is preferred; experience with a variety of procurement/material management/ERP systems; experience in development and leading of process and skill development training. Operations experience within a business is desired.
Excellent analytical abilities. Bilingual in English and Spanish desired.
Physical Requirements - Ability to travel up to 25% of the time.
