Works with business leaders and external providers, provides high level expertise and strategic leadership in the areas of Compensation, Benefits and Payroll to ensure that programs and plans enhance TDECU’s ability to attract, motivate and retain top talent in alignment with TDECU’s strategic goals and objectives. As a member of the Talent Support Services Leadership Team, will work with other business leaders to deliver best in class compensation, health, retirement, welfare and payroll solutions that are appropriate to the culture of the company, add value, are cost effective and competitive. This role will ensure legal and regulatory compliance in all areas of oversight. Performs all other duties as assigned. Implements and performs according to established TDECU REAL standards.

1. Compensation
Builds and continually enhances compensation strategies to align with business and organization strategy and operating plans.
Develops and implements base and variable pay structures, incentives, bonus programs and administrative processes, policies and guidelines based on business needs and objectives.
Ensures compensation programs support and meet the changing needs and strategic objectives by assessing change in the organization, industry and leading practices.
Serves as the internal consultant and expert for total compensation best practices, industry trends, legislative regulations, compliance issues and market competitiveness.
Analyzes and reviews data, including compensation, regional, demographic, business performance, budget/financial resourcing and performance impact information to provide analyses and alternatives in making logical, business and data driven recommendations for compensation strategies and plans.
Provides compensation expertise and due diligence on any potential mergers and acquisitions.
Assesses variable pay objectives and guidelines, monitors programs and ensures organization objectives are met. Designs, implements and administers plans and works across business units to ensure consistency.
Conducts analysis of jobs, hourly wages, salaries and incentives in order to evaluate internal equity, market competitiveness and legal compliance of the organization’s pay practices.
Conducts market analyses to determine equity and market adjustments as appropriate.
Leads internal and external market review in order to recommend projected annual compensation budgets.
Responsible for company wide salary administration to include development of policies, procedures, salary ranges, job evaluations, job descriptions, and salary structures.
Oversees and monitors the effectiveness of short and long term incentive plans in motivating and rewarding performance which supports the company’s objectives and goals.
Leads research of complex tax, compensation and executive compensation matters.
Maintains knowledge of state and federal government regulations and legislation influencing compensation, compensation trends and practices among similar organizations.
Develops and maintains data and reports which support ongoing administration and reporting of compensation programs.
Reviews key job duties and accountabilities to determine appropriate FLSA classifications to ensure the company is compliant with state and federal laws.
2. Benefits
Plans, designs, manages and administers all of TDECU’s employee benefits programs to include (medical, dental, vision, life, disability, 401(k) and other retirement related programs, ancillary insurance, employee assistance program, flexible spending benefits, worker’s compensation, relocation, severance, vacation and leave programs).
Builds and continually enhances competitive benefits strategies to align with business and organization strategy and operating plans.
Ensures compliance with all legal requirements; reviews the preparation and filing of legally required reports.
Develops strong partnerships with business leaders, external brokers and consultants, and committees.
Responsible for effective implementation, communication and administration of Company self-funded benefits programs.
Assesses existing benefits plans, including services and coverage to benchmark among similar organizations.
Assesses and monitors benefits costs and provides oversight of appropriate controls related to benefit payments, invoicing and reconciliations.
Develops and implements benefits communications and education strategy, including annual enrollment materials and ongoing program offerings so that all benefits programs are understood and plan utilization is optimized.
Assures benefits plans are in compliance with legal and regulatory requirements, including but not limited to ERISA, FMLA, ADA, HIPAA, and COBRA. Supervises preparation of reports and applications to be filed with federal and/or state agencies such as IRS, DOL and other regulatory agencies.
Prepares and executes, with legal consultation, benefit documentation such as original and amended plan documents, benefits agreements, and insurance policies.
Monitors market, industry and legislative trends related to benefits and provides pro-active advice to business leaders.
Monitors and audits benefits plan policies, procedures, processes and guidelines to ensure all benefits records are current and in compliance with applicable local, state and federal laws and regulations.
Annually develops summary plan descriptions (SPDs) and ensures timely and accurate filing of 5500 reports.
Facilitates benefits committees in selecting and working with outside consultants, brokers, trustees and attorneys in managing the plans including overseeing the development and distribution of meeting minutes, agenda preparation, and related communications.
Ensures benefits inquiries and issues are handled quickly, equitably and courteously.
Oversees COBRA administration and ensures compliance with applicable laws.
Develops strategy of proactive health care management and coordinates company wide wellness program.
Oversees and coordinates all aspects of the 401K plan which includes enrollment, rollovers, loans and audits.
Prepares presentations to the Board committees on benefit related matters.
Administers non-qualified plans for deferral of executive compensation, including compliance with government regulations.
Prepares budget for benefit programs and ensures costs are controlled within budgetary limitations.
Ensures competitiveness of benefits programs by participating in national benefits studies. Researches trends in benefit plan design to meet the needs of a changing workforce.
Keeps abreast of federal and state regulations and legislation that may impact employee benefits.
3. Payroll
Responsible for day to day oversight of payroll administration and maintaining full compliance, strong internal controls and system scalability to accommodate future growth.
Facilitates process compliance, standardization, continuous improvement and best practices.
Maintains and manages payroll related legal and regulatory compliance.
Designs and maintains effective internal controls for the payroll function with an emphasis on maintaining data integrity, security and efficiency. Responsible for all internal/external audit compliance.
Develops and executes vision for future state processes.
Responsible for the accuracy and timeliness of payroll processing and for continuous improvement in accuracy, efficiency and service levels to ensure readiness to support continued growth and ability to provide world-class service.
Establishes, directs and retains ultimate accountability for all payroll vendor relationships including serving as the main contact and custodian of relationship with ADP.
Establishes and maintains strong relationships with key stakeholders including: Accounting, IS, Operations, and Internal Audit departments.
4.

Team Management
Selects, develops, evaluates and leads team members in delivering compensation, benefits and payroll products and services.
Recommends new approaches, policies, and procedures to effect continual improvement in the efficiency of the Talent Support Services team and services performed.
Facilitates individual, organizational, and departmental meetings to develop team motivation, project and performance management, and enhance employee communication.
5. Consulting
Establishes and maintains relationships with peers, subordinates, supervisors, internal and external contacts in order to achieve organizational objectives.
Consults with peers and organization leaders on various issues to accommodate inquiries and review related information to develop and evaluate options, recommend and implement solutions.
6. Vendor Management
Solicits requests for proposals to enhance TDECU services and products.
Establishes contracts, agreements, and negotiates with vendors to ensure performance agreements meet TDECU’s business requirements.
7. Community Relations
Actively participates and attends internal and external community relations activities.
Minimum Qualifications:
(Education, Experience, Knowledge, Skills, and Abilities)
1. Education
Bachelors or four year degree in Human Resources, Business Administration, Finance or directly related discipline from accredited university is required.
MBA is preferred.
CEBS, CCP, SPHR or other related certification is preferred.
2. Experience
Ten years of combined experience in managing compensation, benefits, payroll and/or HR Technology functions.
Five years experience in a managerial or strategic role.
Experience in managing multiple vendors.
3. Knowledge, Skills, and Abilities
Thorough knowledge of executive compensation including experience working with a Compensation Committee and/or Board of Directors.
Thorough knowledge of plan design and benefit contract language. Ability to interpret policies and record keep to meet legal requirements.
Thorough knowledge of all relevant laws, tax requirements and other regulations that apply to benefits, compensation, and payroll.
Strong analytical skills.
Adaptable and flexible to accommodate changing priorities on a daily basis.
Strong internal customer focus with excellent listening skills.
Ability to work with employees at all levels with superior written and verbal communication skills.
Demonstrated ability to think strategically and understand business plans, goals and the ability to relate those plans to compensation and benefits strategies.

Highly organized, self-motivated, ability to work independently and lead a team.
Strong business acumen and detail oriented.
Exceptional PC skills, Microsoft Office (Excel, Word, Power Point) and payroll applications, ADP experience preferred.
