Position Objective

The purpose of this position to direct and manage all the financial forecasting and administration for the Operation Services Department.

Responsibilities

Direct, plan and develop Financial Plan, implement strategy, monitor for adherence to plan and report quarterly on the plan.

Plan and direct the department activities to achieve targets and establish standards consistent with Operating objectives.

Direct the preparation and reporting of statistical information in support of strategic commitments with emphasis on trends and events affecting short/long term corporate outlook/guidelines.

Ensure activities meet with and integrate with organizational requirements in the implementation and execution of the Safety, Operating, Financial and Customer Service business strategies.

Direct all planning and workforce development activities, including maintenance of staffing levels consistent with Talent Acquisition's recruiting requirements, and in consideration of overall operating and financial strategies.

Direct department administrative compliance consistent with the Corporate/Agency policy and procedures. Evaluate the adequacy and effectiveness of Operating and Internal Controls.

Ensure that proper procedures are followed, records maintained consistent with stated guidelines and in consideration with economic and contractual requirements.

Direct departmental compliance in support of the Operating/Procedural and Internal Controls guidelines.

Establish appropriate systems for measuring necessary activities within agreed formats and timelines.

In concert with the Senior Management, evaluate the response relative to actions defined within Internal Controls, Audit Reports, and Agency guidelines.

Direct and develop reporting staff, to ensure operational strategies are executed consistent with directives of the executive team.

Prepare reports and briefing documents for the Assistant VP Operations Services, in support of organizational performance.

Provides guidance to Departmental Managers with regard to individual performance standards and methods for task accomplishment through the efficient use of available staff.

Reviews and approves re-organizational changes, prepares necessary documentation to secure executive approvals.

Direct, plan, and participate in the development of initiatives to cost cutting activities, as such enhancing overall performance in face of financial and operating adversities.

Provide direct input to development of contract negotiation strategies and prepare support documentation for changes to contractual language and mandated work rules.

Required Qualifications

Knowledge of business and management principles involved in strategic planning, resource allocation, and coordination of people and resources.

Knowledge of economic and accounting principles and practices and the analysis and reporting of financial data.

Excellent organizational and analytical skills required.

Excellent verbal and written communication skills required.

Strong project management skills required with adherence to deadlines.

Working knowledge of Microsoft Office suites and/or comparable PC applications required.

Excellent negotiations skills required.

Excellent interpersonal skills required.

Ability to handle multitasks with shifting priorities required.

Excellent attention to detail required.

Preferred Qualifications

Strong knowledge of financial forecasting and administration as it relates to an operations environment a plus.

Knowledg of the operating environment and the ability to manage new operating initiatives and projects.

Required Education/Experience

Bachelor's Degree in Finance, Accounting or Statistics. Demonstrated equivalent experience, education and/or technical credentials may be considered in lieu of degree

Minimum ten (10) years financial forecasting, accounting and statistical analysis or related experience.

Minimum five (5) years experience managing a diverse work force.

This position has been designated as a "policy maker" pursuant to the New Your State Public Officers Law and the MTA Code of Ethics. As such, you will be required to complete a Financial Disclosure Statement (FDS) that will be provided to you by the New York State Joint Commission on Public Ethics. Selection Criteria

Metro-North may also require the applicant to undergo a physical ability test, and, if the Company extends a conditional offer, may require him or her to undergo a medical examination, which may include toxicological testing.

For applicants who are current employees, you must be in active service and have worked in your present position for at least one (1) year to be eligible to apply for a posted position, and have completed the agreed upon formal training commitment, plus on-the-job training, if applicable (for example: Signal Trainee, Foreman-In-Training, etc.) in order to be eligible to transfer. If you are transferred, you may be required to forfeit your seniority in your present occupation. In addition, Metro-North employees are subjected to an internal investigation, which includes an evaluation of their safety and discipline records, their performance assessments, and of their time and attendance records (including early quits and late starts) for the preceding 30 months. During the 30 month review period, the maximum number of occurrences allowed is 15, and the maximum number of patterns allowed is 8. (An "occurrence" is any absence or consecutive absences of four or more hours, and a "pattern" is an absence preceding or following rest days, holidays, vacation days, etc.) For employees with fewer than 30 months of service, the entire period of their employment is reviewed, and the maximum allowable number of incidents is pro-rated. Absences excused in accordance with Company Operating Procedures are not included for purposes of assessing whether attendance is satisfactory. If occurrences and/or patterns exceed the maximums allowed, the employee's attendance is deemed unsatisfactory, and he or she is disqualified from further consideration, even if he or she has not been previously warned about his/her attendance.
