Formed by the merger of Arden Hill Hospital and Horton Medical Center, Orange Regional is licensed for 383 beds and employs over 2,500 healthcare professionals including over 600 doctors. Orange Regional Medical Center has consolidated two existing campuses onto a single site in Middletown, New York. This completed facility is the first new freestanding hospital built in the State of New York since 1989 and is the largest medical center between the Tappan Zee Bridge and Albany.

Maintains overall responsibilities for the functioning of the department throughout the facilities. Assists in formulating and administering policies and procedures relative to the IT department. Performs continuous review to insure operational compliance and adherence to operational needs.Directs the use and support for the clinical information systems and provides management to the IT Clinical Analyst support staff. Has responsibility for the 24 hour, 7 day a week operation of the clinical information systems.Develop long range and short range plans, subject to review and approval of the CIO, for the future development of clinical information systems for GHV. Integrates these services into GHV’s primary functions.Collaborates with other managers, department heads, medical staff administration and committees to develop or update programs as they relate to computer related releases and upgradesimplementation of additional clinical functionalitysupport and problem resolution of clinical information issuesProvides consultation services to user departments regarding clinical system issues. Coordinates and controls clinical system support to the end user.Evaluates employee job performance. Councils, disciplines and terminates employees as required. Recommends salary increases, promotions, transfers, etc.. Determines qualifications and competency of clinical staff.Determines job objectives, expectations, work methods, and performance standards.Conducts performance appraisals.Communicates information to department employees and seeks comments and suggestions.Discusses problems and concerns with department employees and assists in their resolution when appropriate.Communicates employee suggestions and reactions to organizational policies and procedures to appropriate parties.Consults, evaluates and recommends plans of action for meeting requirements of special projects, specifically in regards to clinical use and information.Reviews/approves invoices for all clinical computer related purchases and ensures that they are in compliance with contractual terms.Participates in regularly scheduled management meetings and advises administration on current status of clinical systems and keeps everyone abreast of applicable developments and changes.Participates in and contributes to management and professional committees or other projects. It is the responsibility of the Department Leaders/Managers to provide effective leadership and continuous improvement of department activities. Department Leaders/Managers are responsible for ensuring that the following leadership standards are met, either personally or through delegation: Integrates department’s services with the hospital’s primary functions.Coordinates and integrates services within own department and other departmentsDevelops and implements policies and procedures that guide and support the provision of services.Recommend space and other resources needed by the department and/or facility.Participates in the selection of sources for needed service not provided by the department or organization. Through the clinical staff, monitors clinical system related problems. Develops and implements plans for resolution as well as future preventative measures.Conducts orientation to GHV and the department for new clinical staff and annual in-service to each clinical staff employee. Provides safety standards to reduce risks in job functions. Provides information of fire safety and disaster procedures.Prepares, submits and monitors compliance with departments operational and capital budgets, under the review and coordination of the CIO.

Minimum Education:
Requires a Bachelor’s Degree in Computer Science, Business Administration or a related field or equivalent experience. A Master’s Degree in Health/Hospital Administration, Public Health, or Business Administration, or related field is highly desirable.

Minimum Experience:
